Our Commercial Management Fleet Strategy team within the Integrated Delivery Division is seeking a Senior Advisor, Commercial Management to support the Senior Manager, Commercial Management and the Commercial Management, Fleet Strategy team.
The incumbent will conduct analysis to support engineering, contractual and strategic decisions, lead the collection and assist with the development and review of communication materials intended for senior management, provide oversight and coordinate the creation and reporting of related key performance indicators and other performance metrics, help monitor and manage claims, and help formulate strategies to achieve optimal return on investment for contracts.
What will I be doing?
- Review agreements and prepare presentations / briefing materials for key terms and conditions on contracts related to the Integrated Delivery Division’s Rail Fleet Strategy Portfolio.
- Support internal partners and stakeholders with drafting and/or reviewing memos & briefing notes and provide feedback & commercial recommendations to the team.
- Conduct financial and contract analysis and develop negotiation mandates based on findings to support planning and decision-making by Commercial Management leadership and Senior Management.
- Identify, assess, and recommend solutions for financial and commercial issues that impact Integrated Delivery’s Fleet Strategy projects and/or contracts. Collaborate with internal stakeholders on commercially related matters, provide updates and recommendations to the team on commercial risks associated with these projects.
- Prepare written correspondence with Integrated Delivery’s Fleet Strategy vendors to advise of non-conformance with contractual terms, identify escalation issues, financial reconciliation, and other commercial related items that needs to be formally communicated by the Commercial Management team.
- Develops commercial management processes and procedures that are based on, and ensure adherence to, those of the overall corporation.
- Contributes to the development, measurement and reporting of key performance indicators and other performance metrics.
- Analyzes administrative, operational, and/or project-related processes and procedures, and develops and implements streamlined solutions for identified inefficiencies.
- Develops and maintains standardized communication processes, tools and templates that are intended for all levels of the organization with the goal of providing a centre of excellence.
- Leads the collection and assists with the development and review of communication material that is intended for all levels of the organization.
- Provides strategic advice on how to continuously improve departmental and cross functional communication.
- Must be able to negotiate and be comfortable working with all levels within the organization.
- Prepares, researches, develops and disseminates information (e.g. policy, correspondence, key issues/briefing materials) and communicates ideas related to broad departmental initiatives and topics.
- Interacts and/or works with cross-functional teams, advisory committees, boards and stakeholders to progress projects and initiatives, manages distribution of information, provides updates and utilizes influencing skills to achieve desired outcomes.
- Manages the development and flow of useful, timely and accurate information between the business unit and a broad range of external stakeholders (e.g. Ministries, business partners, vendors).
- Provides regular updates to Commercial Management team on key performance indicators and other performance metrics, including areas of concern and potential improvement.
- Ensures that communication and reporting standards are adhered to during the implementation of projects; recommends solutions and improvements to business processes on behalf of management.
- Other duties as assigned.
What Skills and Qualifications Do I Need?
- Completion of a degree in Business, Economics, Engineering, Law, Finance/Accounting, or a combination of education, training and experience deemed equivalent.
- Demonstrates experience, ideally in the public sector, developing communications materials; managing special projects, complex and sensitive issues/tasks, timely flow of information along with stakeholder interaction.
- Report development and generation, including charts and graphs, project schedules, progress reports, and both written and oral presentations to senior management level audiences.
- Experience with managing budgets and/or key performance indicators.
- Proficiency in MS Office (e.g. Outlook, Word, Excel, PowerPoint, Project, Access, etc.).
- Strong influencing/negotiating, as well as political acumen capabilities to deal with a variety of stakeholders, agencies and staff, to ensure successful outcomes and achieve goals.
- Ability to coordinate numerous complex tasks under pressure to meet schedule.
- Organizational and analytical skills.
- Interpersonal and oral/written/presentation skills.
- Past rail fleet experience an asset.
- Demonstrated experience administering commercial contracts, and monitoring contractor compliance and performance against contract terms and conditions an asset.
- Strong understanding of contract law and contract administration, including developing terms and conditions, quotations, negotiations, procurement, acquisitions, and dispute resolutions considered an asset.
- Proficiency in Oracle & Unifier will be an asset.
