Role Summary
Our Integrated Delivery division is looking for a Sponsor Officer to join our multi-disciplinary team responsible for ensuring the realization of project benefits through the transformative GO Expansion Program. You will work closely with GO Expansion Sponsors in the strategic planning and execution of high-profile projects, engaging with internal and external stakeholders, securing governance approvals, and coordinate between teams across Metrolinx.
What will I be doing?
- Work alongside the Senior Manager, GO Expansion Sponsor to own and advance defined workstreams from initial problem definition through analysis, stakeholder alignment, recommendation and follow-through, helping ensure the missions and benefits outlined in the GO Expansion Business Case and GO Extensions business cases are achieved.
- Bring structure to ambiguous and evolving issues by rapidly synthesizing technical, operational, commercial and stakeholder inputs, identifying the key questions and decisions required, and translating them into practical work plans, priorities and clear next steps.
- Support management of a portfolio of initiatives at different stages of maturity, proactively identifying emerging risks, issues, dependencies and opportunities, maintaining visibility of actions and decisions, and escalating matters where required to protect program benefits.
- Work with multi-disciplinary teams and subject matter experts to assess alternatives, challenge assumptions, identify trade-offs and develop evidence-based recommendations where needed to protect program benefits.
- As required, represent the GO Expansion Sponsor Team on Working Groups, governance forums and other review and decision-making bodies, bringing a clear understanding of intended outcomes, issues requiring resolution and follow-through required.
- Design and support workshops and working sessions that move complex issues toward decisions, including developing agendas and materials, synthesizing discussions, documenting decisions and commitments, and maintaining disciplined follow-through.
- Develop concise, decision-oriented governance materials, briefing notes, reports, presentations and recommendations that translate complex technical and stakeholder information into clear narratives for internal and external stakeholders, senior management and public forums; and support delivery of presentations as required.
- Build and maintain effective working relationships with internal divisions and external stakeholders, using sound judgement, collaboration and influence to manage interfaces, align competing priorities and advance outcomes without direct authority.
What Skills and Qualifications Do I Need?
- Completion of a degree in Public Policy, Planning, Business, Engineering or a related discipline – or a combination of education, training and experience deemed equivalent.
- Professional Engineers of Ontario (PEO), Registered Professional Planner (RPP) designation recognized by the Ontario Professional Planners Institute (OPPI), Project Management Professional (PMP) certification is an asset.
- Demonstrated experience on strategic planning, development, and implementation of transportation and / or infrastructure projects, preferably in the public sector. Experience in transit and rail project delivery or operating environments is an asset.
- Strong knowledge of project management principles, governance frameworks, risk management, and financial stewardship.
- Adaptability combined with strong organizational skills to assess, manage and document changes throughout the project lifecycle.
- Strong problem-solving skills and clear analytical thinking to make evidence-based recommendations to support executive and senior management level decision making.
- Proven stakeholder management, negotiation, mediation and influencing skills to foster multi-stakeholder collaboration, and resolve project issues and competing priorities.
- Awareness of the legislative and regulatory requirements impacting the planning, development and implementation of transportation projects.
- Excellent oral, written, and presentation skills from both a technical and a business audience perspective; with the ability to translate and communicate complex technical information to executive and public audiences.
