Job Title: Project Manager, IM-Related Level 2

Job Summary
This is a procurement for one consultant role of Project Manager IM-related Level 2 to work on the infrastructure transition from the current vendor to a new payment processing service provider for the processing of Payment Card transactions in government.
Responsibilities
Project Kickoff & Governance
- Establish project governance structure, resources and stakeholder engagement model.
- Establish project management team and project resources.
- Develop detailed project plan, timeline and milestones.
- Develop stakeholder communication plan for business teams, technical teams, 3rd party vendors and partners.
- Co-ordinate implementation with stakeholders.
- Risk identification, analysis and risk mitigation and management.
Merchant & Financial Setup
- Establish merchant account structures and revenue reporting configurations with financial system environments.
- Create new merchant numbers, location IDs and coding structures for the Corporate Financial System.
- Configure payment processing interfaces in financial management systems.
- Configure revenue and chargeback and retrieval reporting.
Payment Hardware Migration
- Work with project leads and vendors to manage replacement of POS terminals across participating ministries.
- Work with the related project manager to integrate payment processing solutions within project timelines.
- Co-ordinate hardware and software transition with business and system requirements.
E-commerce Migration
- Assist business and technical teams to plan and communicate the transition of government web applications to a new payment gateway.
- Co-ordinate with stakeholders to ensure third-party web applications are migrated.
- Manage application testing timelines, certification and cutover activities.
Operations and Access Management
- Set up operational readiness and support capabilities for business users.
- Ensure timely set up of access to online systems.
- Establish training plan for users.
- Monitor retrieval and chargeback process.
- Ensure operational reporting and exception management processes are documented.
Compliance and Risk Management
- Work with the relevant compliance team and incorporate requirements into project plan.
- Ensure all compliance requirements are in place and documented for the required audit.
Requirements
- Have a minimum of three (3) years of experience within the last seven (7) years as a Project Manager in one or more of the following knowledge areas: Project Integration Management, Project Scope Management, Project Time Management, Project Cost Management, Project Quality Management, Project Human Resource Management, Project Communications Management, Project Risk Management, Project Procurement Management
- Have an undergraduate degree (e.g. BA, B.Sc, information technology, engineering or other technology related field). The Province will consider certification as a CA, CMC, CMA, CGA, or CFA as an alternative to a conventional undergraduate degree.
- Preferably have a PMI Project Management Professional (PMP ) designation.
- Have ability to make effective use of technology (e.g. special product knowledge such as Microsoft Project).
- Provide project examples that clearly demonstrate experience on at least three (3) projects of eight (8) months or longer duration, which includes strong communication skills to lead stakeholders from multiple groups with diverse interests to consensus on project scope, objectives and responsibilities and liaison with management and staff.
- Provide project examples that clearly demonstrate three (3) or more years in managing multi-disciplinary teams and developing feasibility studies, business cases, and treasury board submissions.
- Provide project examples that clearly demonstrate experience in preparing project charters, master project plans, providing risk analysis and risk management, and coordinating resources and contractors to achieve project objectives.
- Provide project examples that clearly demonstrate experience in managing change requests/budget requests including: Cost estimates, Schedules, Resources required to deliver integrated solutions, Deliverables, Inter-dependencies on other tasks/sub-projects/projects
Additional Skills and Experience
- Needs experience with team / committee leadership and meeting facilitation where the attendees include the project team, clients and vendor representatives.
- Comfortable facilitating video conference meetings.
- Comfortable moderating discussions with many participants and differing points of view.
- Good communication skills both spoken and written.
- Clear and concise note taking and action item tracking during a meeting.
- Experience creating editing and presenting using recent versions of Microsoft PowerPoint.
- Experience creating editing and presenting data and outputs using recent versions of Microsoft Excel.
- Should have experience facilitating issue resolution discussions that meet expectations of clients, and vendors while adhering to the project's scope, timeline and budget.
- Preference will be given for experience working on projects in the banking and/or credit card industry.
