Senior Project Manager / Product Manager
Location: Toronto, ON
Work Model: Onsite – 5 days/week
Role Overview
We are seeking a highly experienced Senior Project Manager / Product Manager to lead complex, large-scale digital and technology initiatives within the Government of Ontario.
The ideal candidate will bring strong experience in product planning, product lifecycle management, product strategy, roadmaps, requirements prioritization, government project governance, privacy/security assessments, and multi-year financial management.
This role requires a senior delivery professional who can work across business, technology, security, privacy, architecture, and executive stakeholder groups while managing multiple priorities, risks, budgets, and dependencies.
Key Responsibilities
- Lead end-to-end delivery of large, complex, multi-year technology initiatives.
- Define and execute product vision, strategy, goals, and delivery plans.
- Develop and maintain detailed product and project roadmaps.
- Gather, analyze, and prioritize business, customer, and stakeholder requirements.
- Translate business needs into actionable delivery plans, epics, features, and user stories.
- Coordinate cross-functional teams including business, development, architecture, security, privacy, operations, and vendors.
- Manage project scope, schedule, budget, resources, risks, issues, dependencies, and change requests.
- Prepare and support Government of Ontario project assessments and approvals, including:
- Privacy Impact Assessments (PIA)
- Threat Risk Assessments (TRA)
- Security and architecture assessments
- Business cases
- Financial analysis
- Requests for Service
- Perform financial planning and analysis for multi-year, multi-million-dollar initiatives.
- Prepare executive-level reporting, dashboards, presentations, governance materials, and status updates.
- Support project gating, governance, approvals, and PMO processes.
- Manage Agile delivery artifacts including:
- Product roadmaps
- Release plans
- Epics
- Features
- User stories
- Backlogs
- Sprint and release planning
- Support ITIL-based incident, problem, release, and operational readiness activities.
Mandatory Qualifications
- Extensive experience as a Senior Project Manager, Program Manager, or Product Manager.
- Strong experience with product planning and product lifecycle management.
- Demonstrated experience defining and executing product vision and strategy.
- Strong experience developing and maintaining detailed product roadmaps.
- Experience gathering, analyzing, and prioritizing customer and business requirements.
- Experience managing large-scale, multi-year, multi-million-dollar projects.
- Experience with project budgeting, forecasting, financial analysis, cost management, and business cases.
- Experience with Privacy Impact Assessments (PIA) and Threat Risk Assessments (TRA).
- Experience coordinating security, privacy, architecture, and governance approvals.
- Strong experience with:

- Confluence
- Microsoft Teams
- Microsoft 365
- Miro
- Strong Agile, Scrum, Kanban, Waterfall, and hybrid delivery experience.
- Strong stakeholder management and executive communication skills.
Preferred Qualifications
- Previous Government of Ontario / Ontario Public Service (OPS) experience.
- Experience with OPS PMO and Stage Gate processes.
- Experience with ServiceOntario or Ontario government business processes.
- Experience working within Ontario ministries, agencies, or public-sector organizations.
- Strong understanding of ITIL processes including incident, release, problem, and support management.
