Job Summary
Reporting to the Manager, Proactive Safety & External Integration, the Specialist supports the coordination, administration, and continuous improvement of NAV CANADA’s Voluntary Safety Reporting Program and other proactive safety programs and initiatives, fostering the identification of safety concerns, emerging risks, and opportunities for safety enhancement.
The Specialist works collaboratively with internal stakeholders across the organization, as well as external industry partners, to promote proactive safety practices, encourage safety reporting, and strengthen safety performance. The individual provides expertise in Safety Management Systems (SMS), supports safety promotion activities, analyzes safety information and trends, and offers practical guidance and recommendations to management and operational teams. The role may function as both an individual contributor and a coordinator of cross-functional initiatives, contributing to the advancement of NAV CANADA’s safety culture and the continuous improvement of safety outcomes through proactive engagement and collaboration.

In this role you will:
- Support, coordinate, and contribute to the successful delivery and continuous improvement of NAV CANADA’s Voluntary Safety Reporting Program (VSRP) and other Proactive Safety programs, initiatives, and products that promote the identification of hazards, emerging risks, and opportunities to enhance organizational safety performance.
- Advance NAV CANADA’s Proactive Safety and External Safety Integration objectives by collaborating with internal operational groups, industry partners, regulators, and other stakeholders to strengthen safety partnerships, information sharing, and industry-wide safety outcomes.
- Collect, analyze, maintain, and communicate safety information, trends, and performance indicators to support proactive risk management, data-driven decision-making, and continuous improvement across NAV CANADA.
- Develop innovative and engaging safety promotion materials, including internal and external newsletters, communications, awareness campaigns, presentations, and other outreach products that foster a positive safety culture and encourage safety reporting.
- Support the administration, enhancement, and effective use of Safety and Quality business systems, including the NAV CANADA Safety Information System (NC-SIS), by contributing to requirements gathering, testing, documentation, reporting, training, and user support activities.
- Collaborate and communicate with internal and external stakeholders in support of proactive safety initiatives, safety reporting programs, safety promotion activities, and external safety integration efforts.
- Lead or participate in cross-functional projects, working groups, and industry initiatives related to proactive safety, safety reporting, safety promotion, and business system improvements, providing recommendations and updates to support organizational objectives.
- Provide practical guidance and expertise on Safety Management Systems (SMS), proactive safety principles, reporting programs, and safety promotion activities to management, employees, and stakeholders.
- Perform other duties and special projects in support of NAV CANADA’s Proactive Safety and External Safety Integration portfolio and the continuous advancement of NAV CANADA’s safety culture and safety performance.
What you bring:
- College diploma or university degree in Aviation, Aviation Safety, Aviation Management, Engineering, Engineering Management, Project Management, or a related discipline; or an equivalent combination of education, training, and experience.
- Demonstrates effective communication and relationship building skills to establish strong key relationships with internal and external key stakeholders including customers, managers, employees, peers, partners, and union representatives. Effective communication with direct manager.
- Demonstrates success working in a team environment on multiple projects with changing priorities with the ability to work both on a team and independently to deliver results.
- Demonstrates ability to manage multiple conflicting priorities in a dynamic environment.
- Strategic thinking skills and ability to advocate for team building, leveraging capabilities of diverse groups of individuals and developing consensus.
- Effectively present and communicate with employees, managers, small groups, and mass audiences across the organization through in-person or virtual meetings and through electronic communication, documentation, and/or collaboration tools. Some travel may be required to effectively communicate and collaborate with stakeholders.
- Knowledge and proficiency with business software such as MS Word, MS Excel, and MS Outlook, MS PowerPoint plus collaboration tools such as Teams and OneNote.
- 2-3 years experience in one or more of the following subject matter areas:
- Proactive safety programs, safety promotion, safety communications, safety culture, or Just Culture initiatives;
- Administration and continuous improvement of Safety Management Systems (SMS), including safety risk management, safety performance monitoring, and safety assessments;
- Safety reporting programs, data analysis, and the use of safety and quality business systems, including incident reporting and information management tools;
- Development and delivery of training, awareness campaigns, communications products, newsletters, or stakeholder engagement initiatives;
- Collaboration with internal and external stakeholders to support safety programs, business improvements, or industry partnerships;
- Aviation, transportation, safety, quality, or other related operational environments;

Working Conditions:
- This position is a hybrid position with a minimum – 3 days per week on site.
