As Project Pre-Execution Manager, you will play a crucial role in the successful preparation of proposals for solar PV, wind, battery, and natural gas projects during the development phase. You will work with our Safety, Projects and Development group (SP&D) to set these projects up during early-stage development to ensure they are ready for execution. Your key responsibilities include preparing cost estimates for construction capital expenditure on projects ranging from $5 million to over $800 million. Reporting to the Head of Project Execution, you will oversee the initial setup of the project schedule and budget, coordinate pre-contract activities, manage pre-construction tasks, facilitate the handover to project execution team, follow the project execution phase to validate the assumptions and support various historical aspects of the project. Additionally, you will manage the project due diligence processes and contribute to general business development and project execution efforts throughout different stages of the project lifecycle.
This position will be based in our Toronto Head Office, or one of our regional offices (Kingston, Halifax or Calgary). Additionally, this role will be 4 days in office per week, with one flexible day available for employees to work from home.
Key Responsibilities
- Collaborate with the engineering, construction, development, and project support teams to lead aspects of early-stage project activities. This includes offering constructability reviews of designs, offering feedback on designs to achieve lower capex or faster schedule execution, and providing input on contracting strategies.
- Actively support project execution stage of the project with emphasis on validating the costs assumptions and providing historical aspect of the pre-execution phase.
- Support the project development of onshore solar PV, wind, battery and natural gas projects, interfacing across many technical and commercial areas of the company.
- Plan resources and coordinate the input of specialized skills supported either by internal or external expertise.
- Foster strong relationships with established EPC contractors and cultivate new industry partnerships to maintain an up-to-date understanding of the Canadian EPC landscape, enabling informed EPC selection aligned with project technology requirements, complexity, and scale.
- Support RFP tenders for civil, mechanical, and electrical balance of plant scope of work packages, solar PV modules, batteries, wind turbines, gas turbines, and gas engines supply agreements in cooperation with the Procurement Department.
- Support RFP’s for EPC Contracts, including contract and exhibit development, project equipment, and services using and organizing both internal and external resources to ensure project success.
- Develop innovative Project Execution Plans to meet Project Sponsor’s needs and Company objectives.
- Develop project budget estimates, ensure clarity of calculated construction costs for solar PV, wind, battery, and natural gas projects and maintain an overview of project strategic fit to the organization.
- Understand and use planning tools to continually control and optimize early-stage project costs and programs.
- Identify value-add and profitability influencers and make recommendations to optimize project economics.
- Support and integrate company system and governance requirements into the project management process based on appropriate international standards.
- Familiar with P6 and Microsoft Project and capable of working with the PMO team to accurately create and manage scheduling of EPC, BOP and Equipment contracts during early stages.
- Collaborate with all disciplines in the Toronto office and virtually across Northland remote locations and travel to project sites and vendor/equipment suppliers facilities as required.
- Complete other duties as assigned by management.

Qualifications and Experience:
- Proven experience in planning and coordinating work activities in advance of construction execution.
- Strong experience in logistics planning, cost estimating, and project controls.
- Experience in a similar role within the renewable energy sector and/or gas-powered generation projects.
- Engineering, technical, or related degree, with a minimum of 10 years of experience delivering renewable energy and gas-fired power projects.
- Strong understanding of construction practices, supported by hands-on field experience.
- Demonstrated knowledge and experience in the administration and management of large-scale construction contracts

Pay Range:
$116,000.00 - $145,000.00
