We are looking for a Cost Specialist to join our Major Projects team. Reporting to the Manager, Project Controls, you will support project estimating, forecasting, cost analysis, and reporting activities across major capital projects.
Key elements of this role include:
The Cost Specialist will collaborate extensively with internal project stakeholders, consultants, and contractors to ensure consistency in cost methodologies, forecasting practices, and reporting outputs that align with Nova Scotia Power's standards and requirements.
- Support project development, regulatory approvals and maintenance of project estimates from project development through execution, including the establishment of control budgets.
- Prepare, review, and analyze cost estimates and forecasts to ensure accuracy, consistency, and alignment with project scope, schedule, and execution strategies in collaboration with the Project Team.
- Present and communicate project cost performance, forecast updates, and variance analysis through monthly corporate reporting and project governance processes.
- Develop and recommend contingency, management reserve, and escalation strategies in collaboration with Project Controls, and other project stakeholders to support effective cost risk management.
- Coordinate and evaluate cost estimates, forecasting and accrual deliverables prepared by consultants and contractors, providing analysis and recommendations to support project reporting decision-making.
- Support the development of capital project scenarios and economic evaluations that inform project strategy, business cases, investment decisions, and organizational planning.
- Support the Project Controls team across cost management, schedule reporting, document control, risk management, and contract administration while contributing to project charters, business documentation, and governance processes that support successful project delivery.
- Shared maintenance of a project SharePoint site to manage critical project documentation and workflow processes.

Education & Experience:
- Degree or Diploma in Business Administration.
- Minimum 5 years’ experience in cost controls in a major project environment.
- Demonstrated experience in project budgeting, forecasting, reporting.
Technical/Job Specific Knowledge and Abilities:
- Solid understanding of, and experience with project estimating, forecasting and cost control methodologies.
- Strong analytical and quantitative skills, attentive to detail.
- Team player with strong interpersonal skills.
- Able to work on multiple projects at once while maintaining priorities.
- Excellent communication and strong organizational skills.
- Advanced knowledge of Microsoft Office (Excel, SharePoint and Outlook).
- Experience with Oracle, PM Software and other business tools considered an asset.
