About the Opportunity
ProxyLink is hiring an experienced Product Manager to lead the strategy, development, delivery, and continuous improvement of enterprise-scale digital products. The successful candidate will work closely with business stakeholders, executives, architects, developers, and cross-functional delivery teams to translate business needs into user-centric digital solutions.
This role requires strong product leadership, stakeholder management, Agile delivery experience, and knowledge of enterprise technology platforms, particularly Microsoft Dynamics 365, Power Platform, Azure, and Dataverse. Experience with enterprise governance, risk management, and public sector digital transformation initiatives is highly valued.
Key Responsibilities
- Product Strategy and Roadmap
- Define and maintain the product vision, strategy, objectives, and roadmap in alignment with business goals and enterprise priorities.
- Identify opportunities for innovation, modernization, process improvement, and digital transformation.
- Develop business cases, value propositions, and investment recommendations.
- Establish product KPIs, success measures, and outcome-based performance metrics.
- Lead product discovery to identify user needs, business opportunities, and potential solutions.
- Stakeholder and Business Relationship Management
- Engage executives, business partners, subject matter experts, and technology teams to understand requirements and priorities.
- Lead discovery sessions, workshops, stakeholder consultations, and requirements-gathering activities.
- Build consensus across diverse stakeholder groups and manage competing priorities.
- Communicate product roadmaps, delivery status, risks, decisions, and outcomes.
- Manage stakeholder expectations throughout the product lifecycle.
- Product Delivery and Agile Leadership
- Own, manage, and prioritize the product backlog based on business value, user needs, and strategic objectives.
- Translate business requirements into actionable user stories, acceptance criteria, and product features.
- Collaborate with cross-functional Agile teams throughout sprint planning, backlog refinement, sprint reviews, testing, and releases.
- Support quality assurance, user acceptance testing (UAT), and release readiness activities.
- Ensure delivered products meet business, operational, security, accessibility, and regulatory requirements.
- Apply Agile, Scrum, and Lean principles to support continuous delivery and product improvement.
- Technology Leadership and Continuous Improvement
- Collaborate with enterprise architects, developers, and technical teams to ensure alignment with enterprise architecture and digital standards.
- Evaluate solution options by considering business value, technical feasibility, cost, risk, scalability, and sustainability.
- Support cloud adoption, application modernization, and enterprise platform initiatives.
- Monitor product performance, user feedback, and operational metrics to identify opportunities for improvement.
- Drive ongoing product enhancements and long-term product evolution.
- Governance, Risk, and Compliance
- Develop and maintain governance documentation, including project charters, business cases, Project Change Requests (PCRs), decision records, risk registers, status reports, and executive briefings.
- Identify and manage product risks, issues, dependencies, and mitigation strategies.
- Support compliance with privacy, security, accessibility, cybersecurity, and regulatory requirements.
- Lead or coordinate Privacy Impact Assessments (PIAs), Threat Risk Assessments (TRAs), Security Risk Assessments, and related governance reviews.
- Participate in architecture reviews, investment planning, portfolio management, and governance processes.
- Maintain project documentation, financial tracking, status reporting, and portfolio information using approved tools such as Planview.
Required Qualifications
Experience
- Minimum 5 years of experience in Product Management, Product Ownership, Business Analysis, or related IT leadership roles.
- Demonstrated experience leading enterprise-scale digital products from strategy and discovery through delivery and ongoing operations.
- Proven experience developing product vision, roadmaps, backlogs, prioritization strategies, and release plans.
- Hands-on experience working in Agile, Scrum, and Lean product development environments.
- Experience leading cross-functional teams and managing complex stakeholder relationships.
- Demonstrated ability to align technology investments with business outcomes and user needs.
- Experience supporting large-scale digital transformation, IT modernization, or enterprise technology initiatives.
Technical Knowledge
- Strong understanding of enterprise architecture, cloud services, APIs, integration patterns, and application modernization.
- Experience with Microsoft technologies, including:
- Microsoft Dynamics 365
- Microsoft Power Platform
- Microsoft Azure
- Microsoft Dataverse
- Knowledge of product lifecycle management and digital service delivery.
- Experience coordinating privacy, security, technology risk, and compliance assessments, including PIA and TRA activities.
- Ability to assess technology solutions from business, technical, operational, and risk perspectives.
Communication and Leadership
- Excellent written and verbal communication skills.
- Strong stakeholder engagement, relationship management, facilitation, and negotiation skills.
- Ability to influence decision-making, resolve conflicts, and build consensus among diverse stakeholders.
- Ability to translate complex business needs into clear requirements, user stories, and actionable product plans.
- Experience preparing executive presentations, business cases, product roadmaps, governance documents, and status reports.
Preferred Qualifications
- Certification such as Certified Scrum Product Owner (CSPO), Professional Scrum Product Owner (PSPO), PMP, or an equivalent credential.
- Experience delivering enterprise products using Microsoft Dynamics 365 and Power Platform.
- Experience supporting large-scale digital transformation, cloud adoption, and application modernization initiatives.
- Previous experience working with the Ontario Public Service (OPS), government organizations, or the broader public sector.
- Familiarity with OPS Digital Standards, public sector privacy requirements, cybersecurity practices, and IT governance processes.
