About the Opportunity
ProxyLink is seeking an experienced Specialized IT Consultant to support the modernization, stabilization, and enhancement of a large-scale government case management application.
The project involves the Modernized Rental Offences Complaint System (ROCS), which supports the Rental Housing Enforcement Unit (RHEU) within the Ministry of Municipal Affairs and Housing.
The ROCS application went live in May 2025 and is now in its post-production stabilization and enhancement phase. The consultant will help improve the application, resolve defects, enhance performance, support integrations, and deliver new functionality based on business and stakeholder requirements.
The solution is built primarily on Microsoft Dynamics 365, Power Apps, Power Pages, Power Automate, Azure, and Dataverse.
The role will have a strong focus on case management, Model-Driven Apps (MDA), Power Pages portals, Azure integration, security, accessibility, and application modernization.
Key Responsibilities
Business & Technical Analysis
- Analyze business and technical requirements.
- Identify gaps, issues, and opportunities for improvement.
- Recommend practical technical solutions.
- Work closely with business stakeholders, technical teams, project managers, and other project members.
- Participate in workshops and requirements discussions.
Data Migration & Integration
- Support data migration and transformation activities.
- Work with Dataverse, SQL, Oracle, ETL processes, and KingswaySoft.
- Support Oracle-to-Dataverse migrations.
- Ensure data is securely transferred, validated, and maintained.
- Optimize data integration and database performance.
Testing & Quality Assurance
- Participate in system testing, integration testing, regression testing, and QA activities.
- Identify, troubleshoot, and resolve defects.
- Support test planning and execution.
- Ensure solutions meet functional, technical, security, and accessibility requirements.
- Support OPS quality assurance processes and standards.
Deployment & DevOps
- Support application packaging, deployment, and migration across cloud environments.
- Work with Azure DevOps and ALM processes.
- Support release management and environment management.
- Assist with deployment troubleshooting and post-implementation support.
Accessibility, Security & Compliance
Solutions must comply with applicable Ontario government standards, including:
- AODA – Accessibility for Ontarians with Disabilities Act
- WCAG 2.1
- Ontario Digital Service Design Guidelines
- OPS security requirements
- GO-ITS security standards
- Government authentication and security requirements
The consultant will also support secure data handling, role-based access, field-level security, encryption, authentication, and other security controls.
Documentation & Knowledge Transfer
- Prepare technical and functional documentation.
- Document configuration, integrations, processes, and solutions.
- Conduct knowledge-transfer sessions for the internal project team.
- Share technical knowledge and best practices with other team members.
Required Technical Skills
The ideal candidate will have 7+ years of hands-on experience developing, configuring, and implementing enterprise technology solutions.
