The Role
Works collaboratively with the Manager and business units across the corporation to plan, develop, implement, maintain, and continually improve the corporate asset management program and plan in support of Council’s vision of a world class community. Plans, designs, and manages the continued development of asset management and decision support systems to facilitate funding, operations, and maintenance of infrastructure impacting community growth and development. Builds, implements, and develops business intelligence reporting tools and analytics to support the continued improvement and communication of the asset management program and plan.
Duties/Responsibilities
- Manages the design and implementation of improvements and refinements to continually develop thecorporate work management and decision support systems. Works with system vendors for updates andchanges. Coordinates and executes issue resolution including liaising with ITS and software vendors.Provides guidance and direction to ensure consistent use.
- Collaborates with business units to develop and implement key performance indicators and businessintelligence reporting, dashboards, and analytics to identify emerging issues and trends, track life-cycle costsand other requirements to ensure the protection of asset investments and inform decision making andplanning. Monitors and reports on asset management program performance.
- Participates on and leads multi-disciplinary cross-departmental teams to directly support business units in thedetailed development and implementation of the asset management program and plan, including budgets,funding plans, reports, special projects, and data requirements.
- Consolidates information and data from various asset management teams and business units. Supports datamanagement for asset management datasets including defining and complying with data quality standardsfor asset management purposes. Defines current data and change management practices, data life-cyclemanagement, and metadata management. Supports data literacy training. Participates on the asset datastewardship committee.
- Provides oversight to ensure compliance with asset management performance data and metrics governance.Develops and delivers training and training materials for business units on asset management systems,procedures, performance data and metrics, and governance.
- Prepares business intelligence and performance monitoring reporting for key stakeholders.
- Leads asset management office technology projects. Works with project teams to prepare project charters,statements of work, and terms of reference. Develops and manages project scope and work plans.
- Liaises with Finance for the development and continuous improvement of the financial analysis component ofthe asset management plan and program.
- Provides direction and guidance, assigns priorities, schedules, and work, and monitors progress ofconsultants and project team members. Develops and manages schedules and budgets.
Additional Duties/Responsibilities
- Provides training and development support on the use of Microsoft Power BI to support the assetmanagement program.
- Collaborates with business units to develop, implement, and review corporate asset management bestpractices.
- Researches and shares municipal asset management best practices with project teams and stakeholders.Exchanges information with peer organizations.
- Works with the Manager and other divisional resources to develop and implement communications andengagement initiatives to promote the asset management strategy and change management initiatives.Prepares reports for Council and participates in public meetings.
- Performs some duties of the Manager in that incumbent’s absence.
- Performs related duties as required.
Knowledge, Skills, and Abilities
- Knowledge and skills are normally acquired through a related degree or diploma (including but not limited to engineering), plus related experience.
- Demonstrated experience and knowledge in asset management planning, performance management, life-cycle management, and municipal and public works infrastructure operations and administration within a legislative/regulatory environment.
- Demonstrated experience with asset management work management systems and decision support systems.
- Knowledge and experience in municipal capital and operating budgeting and long-range planning.
- Knowledge of and ability to comply with policies, procedures, asset management program goals and objectives, industry best practices, and legislative requirements.
- Knowledge of project management techniques, system design, data modelling, business process re-engineering, performance management, business intelligence and analytics, and data management.
- Analytical, organization, implementation, and continuous improvement skills to develop project work plans and deliver projects on time, and within scope and budget; identify, assess, and mitigate risks; manage multiple projects simultaneously; and adapt to changing priorities and deadlines.
- Collaboration and team building skills to advise and lead multi-disciplinary teams.
- Leadership skills supervise, train, develop, motivate, and support staff.
- Communication and human relations skills to promote principles, practices, and strategy; negotiate with contractors; provide feedback and recommendations to project teams and stakeholders; conduct presentations; communicate complex technical information to staff with varied levels of technical understanding; and participate as an effective team member.
Additional Knowledge, Skills, and Abilities
- Computer skills with ability to use software such as Microsoft Office (including Access), document management systems, and computer modelling programs. Demonstrated experience with business intelligence software and GIS systems.
- Ability to keep knowledge current regarding asset management and related systems, tools, and best practices.
- Ability to read and interpret policies, procedures, technical design specifications, contract agreements, and legal documents. Ability to write clear, concise reports, training materials, work plans, business plan proposals, tender specifications, technical design briefs, and correspondence.
- Ability to travel within and occasionally outside Waterloo Region.
- Ability to support and demonstrate the Region’s values.
