Salary Range: Non Union, Salary Band I
Hiring Range: $105,754 to $118,974 per annum
Work Mode: Hybrid; 2 On Site Days per week which can increase based on operational needs *see below for more details about this work mode.

Hours of work: 35 Hours per week
Reporting to the Director of Waste Management, The Advisor is responsible for leading the work of the Waste Management Divisional Leadership Team to support achievement of operational business excellence.
This position will work in close collaboration with internal and external partners to develop strategic programs, processes and practices for integration into the division’s mandated functions that will allow the division to further manage risks and increase organizational effectiveness.
The Advisor will work independently to proactively develop and execute divisional strategic directions, related to but not limited to the following areas:
- Divisional workforce planning, including succession planning, workload and resource optimization, change management and education, learning and professional development
- Occupational Health and Safety Management System
- Emergency management and business and continuity planning
- Continuous improvement initiatives and special projects
- Supporting the Office of the Director with projects or initiatives relating to the Waste Collection Service Transfer
What you will do in this role:
Apply systems thinking to enhance divisional reputation, reduce risk, and align strategic objectives with business outcomes
Provide strategic advice and implement decisions to improve organizational effectiveness, employee engagement, and business process management
Consult with divisional leadership on proactive solutions to manage reputational risk and drive organizational performance
Lead divisional strategic initiative meetings, directing staff and ensuring communication of progress and deliverables
Analyze and report on program effectiveness, promoting integration, efficiency, and client satisfaction
Define and improve standards of service excellence for internal clients and stakeholders
Coordinate emergency planning and incident management response with internal and external partners
Lead development and maintenance of business continuity plans, including protocols, roles, training, and simulations
Develop and implement a comprehensive Health and Safety Management system in collaboration with relevant teams and agencies
Design and sustain a learning and professional development framework, including training needs assessment and vendor coordination
Manage relationships with internal leadership and external stakeholders to support divisional goals and initiatives
What the role requires:
University degree in Engineering or Business Administration, with at least 8 years of experience managing medium to large-scale projects, or an equivalent combination of education and experience
Project Management Professional (PMP) designation and certification in change management methodology considered assets
Proven success in applying change management methodologies, leading complex organizational change, and engaging stakeholders to address issues and anticipate barriers
Strong knowledge of municipal waste management programs, planning, and operations
Demonstrated ability to implement business process improvements using methodologies such as Lean Six Sigma or equivalent
Experience in developing and evolving programs while fostering a client-focused service culture
Skilled in liaising between external-facing divisions and corporate teams to align diverse perspectives toward common goals
Familiarity with interpreting and applying relevant legislation, regulations, and standards (e.g., Environmental Protection Act, Waste Free Ontario Act, Employment Standards Act, Occupational Health & Safety Act)
Solid understanding of performance measurement, including identifying key performance indicators and analyzing trends to recommend process improvements
Skills/Abilities:
- Strong presentation and facilitation skills to deliver information to diverse groups with varied interests
- Ability to think strategically and able to translate these issues and risks into risk mitigation plans and execute on these
- Effective time management skills and the ability to meet deadlines and juggle concurrent priorities in a dynamic, evolving and fast paced environment
- Ability to analyze problems and opportunities, conclude direction and make critical decisions
- Effective decision-making, negotiation, planning, project management and organizational abilities
- Demonstrated success in fiscal responsibility with demonstrated skills in budget preparation and expenditure monitoring
- Extensive and independent problem solving where clear guidance cannot be provided
- Compelling and persuasive verbal and written communication skills
- Excellent research skills using evidence-informed decision-making best practices, exercising a high degree of resourcefulness and judgment

Work Mode & Job Location:
In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.
It's important to note that your off-site work location must be within the province of Ontario. Effective October 1, 2027, Peel Region’s Waste Collection Services will transfer to Brampton, Caledon, and Mississauga. Each municipality will take over service delivery on that date, with no interruption expected. Peel Region will continue supporting a smooth transition for residents.
