POSITION DESCRIPTION
Reporting to the Director, Infrastructure Project Management, the incumbent acts as a Senior Project Manager and is responsible for the planning, design, and execution of major, complex, or strategic infrastructure projects. Acting on behalf of the owner, the incumbent ensures that project deliverables are aligned with the organization’s functional, technical, financial, environmental, and operational objectives. These projects may extend over several years and are distinguished by their technical, organizational, and contractual complexity, as well as by their significant impact on the Port and its partners.
Recognized for their expertise, judgment, and strategic perspective, the incumbent also serves as a technical resource for the team, supports project managers in resolving complex issues, and contributes to the continuous improvement of the department’s practices, tools, and processes.
RESPONSIBILITIES
Delivery of Major and Complex Projects
- Plan, manage, and administer major and/or complex infrastructure projects;
- Define project needs, objectives, challenges, and success criteria;
- Develop project delivery strategies and assess constructability and operational continuity considerations;
- Prepare cost estimates and master schedules;
- Coordinate multidisciplinary projects involving multiple internal and external stakeholders while ensuring compliance with scope, budget, schedule, and quality objectives;
- Identify project risks, recommend mitigation measures, and monitor their implementation;
- Prepare analyses and recommendations required to support management decision-making;
- Ensure governance and accountability processes appropriate to project complexity, supporting performance and risk monitoring as well as informed decision-making.
Contract and Technical Management
- Contribute to the definition and direction of procurement strategies, in collaboration with relevant stakeholders, to ensure the quality of contractual processes, proactive risk management, and regulatory compliance;
- Plan and prepare tenders and requests for proposals;
- Analyze bids and provide contract award recommendations;
- Administer complex contracts, including professional services, construction, and collaborative delivery contracts;
- Monitor budgets, changes, claims, payments, and contractual obligations;
- Supervise consultants, contractors, laboratories, and suppliers while ensuring technical coordination and resolution of complex issues.
Technical Leadership
- Act as a resource person and influential leader to promote collaboration, alignment of decisions, and proactive resolution of complex issues;
- Support team members in analyzing, prioritizing, and resolving complex technical or organizational issues;
- Participate in the development, improvement, and standardization of the department’s project management methods, tools, processes, and practices;
- Promote knowledge sharing and lessons learned.
Engineering Component
- Act as a technical advisor to the organization;
- Carry out the internal design of selected projects when their scope and complexity are suitable;
- Participate in the development and monitoring of the QPA’s Asset Management Plan;
- Conduct technical studies and prepare reports to support decision-making and intervention planning.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in Civil Engineering;
- Member in good standing of the Ordre des ingénieurs du Québec (OIQ);
- Minimum of ten (10) years of experience in the management and delivery of infrastructure projects, including leadership of major or complex projects involving multiple disciplines, contracts, and stakeholders;
- Strong experience in construction contract management, including contract administration and risk management;
- Ability to analyze complex situations and formulate clear, structured recommendations;
- Ability to exercise influence-based leadership within multidisciplinary project teams;
- Strong communication, negotiation, and technical writing skills;
- Ability to manage multiple high-priority issues, establish priorities, and demonstrate autonomy, rigor, and sound judgment;
- Proficiency with digital project management tools.
Assets
- Project management certification (CAPM, PMP, or equivalent);
- Experience in the maritime sector;
- Experience delivering projects using collaborative contracting or project delivery methods.
