What is the opportunity?
RBC Insurance is deploying modern, AI- and data-driven fraud detection across its insurance business, integrating enterprise RBC fraud capabilities with insurance-specific detection and investigation built in-house on our cloud data platform.
We're hiring a Senior Program Manager, Fraud Intelligence Solution. You'll own the plan, the operating rhythm, and the outcomes: detection running in production, used daily by investigators, governed to regulatory standards, improving quarter over quarter.
This is a technical delivery role. The right candidate has built data and AI capabilities, data platforms, ML scoring pipelines, model deployment, inside a regulated financial institution, and can review code, prototype with AI tools, and challenge architecture and modeling decisions credibly. Fraud is the application domain, not the required expertise. This is not a general program management role: data and AI fluency is a gate, not a nice-to-have.
What will you do?
Lead delivery. Run several delivery teams and a program function. Dated plans, firm checkpoints, quarterly quality targets. Raise alerts and replan when dates slip.
Ship into production. Detection running, investigators using it daily, regulatory requirements met. Build the data foundation for sophisticated detection over time.
Navigate complexity. Drive approvals ahead of the critical path, manage enterprise-partner dependencies, coordinate roadmaps, handle escalations.
Make trade-offs. Arbitrate scope and quality, balancing technical complexity against business value. The program builds on existing platforms, judge when to reuse, when to buy, when building is justified.
Stay technical. Review architecture and scoring designs, read code, prototype with gen AI, challenge modeling and platform decisions.
Partner with the business. Work with claims specialists and investigators, translate their expertise into requirements, prioritize what gets built.
Communicate upward. Represent status, risks, and decisions to senior executives in business terms.
What will you need to succeed?
Must have
Deep working knowledge of cloud data platforms, data engineering pipelines, and ML scoring systems (feature pipelines, supervised models, deployment and monitoring). You can evaluate a scoring architecture and challenge modeling trade-offs. Hands-on SQL/Python within the last 5 years, or equivalent technical depth demonstrable in review.
8+ years in data platform, ML, or AI product delivery (not general program management), including 4+ years leading multi-team delivery (10+ people).
Demonstrated delivery in a regulated financial institution. You've personally navigated architecture governance, model risk management, and security review, and can speak concretely about planning around them.
Experience with mixed-mode delivery: hard-milestone workstreams alongside iterative capability development, in an organization that is not natively agile.
Organizational acumen with strong central functions (data science, architecture, risk). You influence without deferring on substance or escalating every disagreement.
Experience managing dependencies on platform teams or external partners whose roadmap you do not control.
Nice to have
Snowflake, dbt, graph data platforms, or document AI.
OSFI Guideline E-23 or equivalent model risk frameworks (SR 11-7, ECB TRIM).
Standing up or scaling an investigation or operations function alongside a technology build.
Insurance domain knowledge, or fraud/financial crime/investigation experience in any financial services context.

Compensation for this position (including salary and discretionary/variable payments) will be determined by factors, including but not limited to candidate's experience, skills, registration status, performance, individual goals, market conditions, and business needs.
Pay Range
The expected pay range for this position is:
$105,000.00 - $155,000.00
