Must Have
- 5+ years of experience developing and supporting enterprise applications, including Microsoft Dynamics 365 Customer Engagement (CE).
- Proficiency in Power BI, including data modelling, creating interactive reports and dashboards, and utilizing advanced features.
- Proven experience producing reports from data from Dynamics 365 Customer Engagement (CE) and Finance & Operations (F&O).
Nice Have
- Azure cloud certifications, such as Azure Fundamentals and Azure Power BI Data Analyst Associate.

Description
Scope
The Software Developer supports the delivery of assigned enhancements of the
Office of the Public Guardian and Trustee (OPGT) Modernization program, including functionality intentionally sequenced beyond the Minimum Viable Product (MVP).
- Working as part of an integrated support and data/reporting team, comprising internal and vendor resources, the role is responsible for implementing configurations, customizations, and integrations within Microsoft Dynamics 365 and supporting systems, with a focus on reporting from Dynamics 365 data in Power BI.
Assignment Deliverables
- As a member of the PGTIMS Support and Data team, you will be responsible for translating technical system specifications to implementation.
- Resolving and troubleshooting technical problems that arise during the use and operation of Microsoft Dynamics 365 Customer Engagement (CE). This will include technical assistance in the implementation and anticipated future releases of solution design.
- Reporting and Visualization: Develop reports, dashboards, and visualizations per user requirements.
- Data Analysis: Analyse and interpret complex data sets to provide valuable insights into business performance and trends.
- Data Accuracy: Ensure the quality, accuracy, and integrity of reports.
- Support system, integration, and user acceptance testing by resolving defects, validating data accuracy, and addressing technical issues.
- Participate in deployment activities and provide technical support during post-go-live stabilization to ensure solution reliability.
- Contribute to technical documentation and provide knowledge transfer to support ongoing operations and long-term solution sustainability.

- Complete work and achieve milestones within the assigned deadlines.
- Notify the Cluster/Ministry Project Manager in writing of any issues or other material concerns related to the Assignment Deliverables as soon as he/she becomes aware of them.
- Submit Deliverables for the Cluster/Ministry approval as they are completed.
- Comply with the Ontario Government and the Cluster/Ministry security procedures and practices.
- Comply with the Ontario Government and the Cluster/Ministry architecture/technology standards and best practices.
- Comply with the Ontario Government and the Cluster/Ministry Conflict of Interest and Confidentiality Guidelines.
- Provide knowledge and skill transfer to a designated Cluster/Ministry staff.
- Comply with the Ontario Government I&IT Directive, Operational Policy on the I&IT Project Gateway Process, and other applicable Guidelines, Standards, and Procedures.
Desired Skills And Experience
- Experience developing, configuring, and extending Microsoft Dynamics 365 Customer Engagement (CE) solutions.
- Power BI: Proficiency in Power BI, including data modelling, creating interactive reports and dashboards, configuring data gateways, and utilizing advanced features such as DAX and Power Query.
- SQL and Query Optimization: Strong SQL skills for writing complex queries, optimizing database performance, and troubleshooting query performance issues. Understanding of indexing, partitioning, and query execution plans.
- Development experience with Dynamics 365 and understanding of the Common Data Model for Dynamics.
- Report development experience for Microsoft Dynamics 365 Customer Engagement (CE) and/or Finance and Operations (F&O).
- Familiarity with version control systems, such as Azure Repos, and collaboration tools, such as Azure DevOps, for managing code, tracking changes, and collaborating with team members.
Experience And Skill Set Requirements
Criteria 1: Dynamics 365 CE / F&O Development and Reporting Experience – 25 Points
- Demonstrated hands-on experience designing, developing, configuring, and extending Microsoft Dynamics 365 Customer Engagement (CE) solutions within enterprise IT environments, including:
- Experience implementing Dynamics 365 CE configurations and customizations, such as:
- Forms, views, and dashboards.
- Workflows, business rules, and process automation.
- Security roles and data access configurations.
- Development of custom components, plug-ins, or extensions within Dynamics 365 CE using appropriate technologies, such as:
- Practical experience working with the Dynamics 365 platform and Dataverse, including:
- Entity structure and relationships.
- Data handling, validation, and integrity.
- Platform extensibility capabilities.
- Demonstrated ability to translate approved technical designs and user stories into functional, tested solution components in alignment with established architecture, security, and development standards.
- Proven experience producing reports from data from Dynamics 365 Customer Engagement (CE) and Finance & Operations (F&O).
Criteria 2: Power BI – 25 Points
- Demonstrated experience working with Power BI, creating interactive reports and dashboards, configuring data gateways, and utilizing advanced features such as DAX and Power Query.
Criteria 3: Data Integration and Extraction – 20 Points
- Demonstrated knowledge of various data integration techniques, including data extraction from different sources, such as databases, APIs, and flat files, data transformation, and loading into a data warehouse.
- Familiarity with ETL tools and technologies, such as Azure Synapse.
- Proficiency in designing logical and physical data models, understanding relationships, defining hierarchies, and ensuring efficient data storage and retrieval.
Criteria 4: Development Practices, Collaboration & Standards Adherence – 15 Points
Demonstrated experience working within structured enterprise delivery environments, adhering to established development practices, standards, and collaborative team models, including:
- Experience following approved architecture, coding, and security standards when implementing solution components, rather than defining those standards.
- Familiarity with CI/CD and DevOps practices in enterprise environments, such as:
- Participating in build and release pipelines.
- Using version control systems.
- Supporting automated deployment or testing processes.
- Experience working collaboratively within cross-functional delivery teams, including:
- Developers, solution architects, business analysts, and testers.
- Internal staff and external/vendor resources.
- Ability to contribute effectively within iterative or enhancement-driven delivery approaches, including:
- Adapting to evolving requirements.
- Supporting ongoing refinements post-MVP.
- Demonstrated ability to document technical work, follow delivery processes, and communicate implementation details to support team alignment and operational sustainability.
Criteria 5: Data Warehouse/Lakehouse – 15 Points
- Demonstrated experience developing reports in a Data Warehouse/Lakehouse.
- Data Warehouse/Lakehouse Concepts: Strong understanding of data warehousing principles, including data modelling, ETL processes, data integration, and data governance.

8:00 AM and 5:00 PM (excluding breaks), Monday to Friday inclusive, unless otherwise identified.
The VOR Master Service Agreement expires on
April 5, 2027, and includes a six (6)-month survival clause, allowing the Statement of Work (SOW) to continue, if operationally required, until
October 5, 2027.
Extension(s) are only allowed using unused days and/or funds remaining on the contract. No additional funds will be added beyond the maximum contract value and any extension options included in the original SOW. JTS may exercise its option(s) to extend the SOW beyond April 5, 2027, in accordance with the survival clause.
The start date is subject to change based on security clearances and contract signing timelines.
