Subsea7 has an exciting new opportunity for a Project SCM Manager to join our UK & Global IRM team, based in our St. John’s, Newfoundland, Canada office on a full-time staff basis.
In this role, you will oversee the Supply Chain Management strategy and execution for large scale subsea projects. Working across both FEED and project execution phases, you will provide strategic and operational leadership to ensure the safe, compliant, cost-effective, and timely delivery of project requirements, while delivering value for Subsea7 and our clients.
In this role there will be a requirement to travel, particularly to European locations so candidates will need to show willingness and flexibility to meet these requirements.
What will you be doing?
This will be a varied role but some of the main responsibilities include:
Strategic SCM Leadership
- Accountable for all Supply Chain Management (SCM) activities during both FEED and project execution phases, ensuring alignment with project objectives, client requirements, and overall delivery schedules
- Develop supply chain strategies that increase value, lower risk, and satisfy local content and benefit requirements
- Accountable to the Project Director/Functional Management Team for the overall performance, governance, and delivery of all Supply Chain Management (SCM) activities, ensuring that supply chain milestones, deliverables, and contractual commitments are completed safely, efficiently, and in full compliance with approved project budgets, schedules, and business objectives
Project Procurement & Commercial Management
- Establish and maintain the Project Procurement Plan, ensuring alignment with project schedules and contract award milestones
- Manage commercial negotiations and supplier engagement activities to secure best value while mitigating commercial and operational risks
- Review, approve, and oversee bid evaluations, supplier selections, contract awards, purchase orders, and subcontracts in accordance with delegated authority levels
- Ensure supply chain contract terms and conditions appropriately reflect project and client requirements, including main contract flow-down obligations
Resource & Team Management
- Work strategically with the functional senior management team to ensure the right organisation is in place for each Tender Package, Subcontract or Purchase Order (PO) for the execution phases of the Project
- Allocate SCM workload effectively across procurement, contracts and expediting activities
- Support performance management, development, and succession planning for SCM personnel assigned to the project
Cross-Functional Project Integration & Strategy
- Promote collaboration between SCM, Engineering, HSEQ, Planning, Operations, Logistics, Project Controls, and Project Management teams
- Promote package ownership and accountability across disciplines to ensure effective project delivery
- Lead SCM kick-off meetings, weekly procurement reviews, weekly expediting meetings, and monthly cost reviews
- Work closely with Logistics, Operations, and Project teams to develop and carry out logistics strategies for major third-party equipment and material movements
Supplier Contract Management & Project Close-out
- Manage supplier qualification, bidder list development, supplier performance assessments, and contract close-out activities
- Maintain visibility and governance over all subcontracts and major purchase orders
- Ensure supplier and subcontractor performance supports project quality, safety, schedule, and commercial objectives
- Capture and communicate lessons learned, performance analytics, and improvement opportunities through formal project close-out reporting

- Demonstrable experience of supply chain management in a subsea construction company at an appropriate senior level, with ability to oversee an effective interface with project & functional departments.
- Degree in a relevant discipline (Engineering or Commercial/Business related) but experience may negate the need for a degree
- Demonstrated appropriate level of project commercial awareness.
- Capable of managing multiple interfaces across the organisation and with clients, and able to communicate clearly and effectively at all levels, including senior leadership.
- Demonstrated ability to lead, motivate, and develop teams, creating a positive culture through coaching, mentoring, and effective performance management.
- Advanced communication skills and ability to demonstrate effective negotiation skills and supplier management.
- Demonstrable experience working with shifting deadlines, collaborative, and comfortable working in a busy global environment.
