Our client is a privately owned oilfield services company with operations throughout Canada and the United States. The organization specializes in providing industry-leading hydraulic fracturing and coiled tubing completion services while maintaining a strong commitment to safety, operational excellence, and regulatory compliance.
They are seeking an experienced and strategic Manager, QHSE & Compliance to join the Senior Leadership Team. This position is responsible for the leadership, development, and execution of all Health, Safety, Environmental, Transportation Compliance, and Regulatory programs across North America.
Position Summary
Reporting to the executive leadership team and serving as a member of the Senior Management Team, the Manager, QHSE & Compliance is responsible for protecting employees, company assets, customers, and the organization's reputation by fostering a culture where safety is a core value.
This leader will provide strategic direction and oversight for all QHSE and Compliance functions across Canada and the United States while partnering closely with Operations, Human Resources, and Finance to support the successful execution of the business strategy.
A key measure of success in this role will be keeping people safe and maintaining an industry-leading safety record through proactive leadership, employee engagement, effective training programs, strong risk management practices, and a commitment to continuous improvement.
The Manager is accountable for driving a low Total Recordable Injury Frequency (TRIF), reducing risk exposure, and ensuring every employee returns home safely each day.
Key Responsibilities
- Provide strategic leadership and direction for all QHSE and Compliance programs across Canada and the United States.
- Serve as a member of the Senior Management Team and contribute to corporate strategy and organizational objectives.
- Lead, mentor, and develop QHSE and Compliance personnel.
- Foster a culture of safety, accountability, and continuous improvement throughout the organization.
- Develop and implement long-term QHSE, compliance, and risk management strategies that support company growth.
Health, Safety & Environmental
- Accountable for the overall health, safety, environmental, transportation compliance, and regulatory performance of the organization across Canada and the United States.
- Lead the organization's safety culture and continuous improvement initiatives, maintaining an industry-leading TRIF and minimizing workplace injuries and vehicle incidents.
- Oversee all incident, injury, accident, workers' compensation, and return-to-work programs, ensuring thorough investigations, root cause analysis, and effective corrective actions.
- Provide strategic leadership and oversight of the Drug & Alcohol Program, ensuring compliance with regulatory requirements, customer expectations, and industry best practices.
- Lead and develop the HSE and Compliance teams while partnering with Operations and senior leadership to identify risks, improve performance, and drive operational excellence.
- Ensure compliance with all applicable health, safety, environmental, transportation, and regulatory requirements throughout Canada and the United States.
Compliance & Transportation
- Provide oversight of transportation, fleet, and regulatory compliance programs across North America.
- Ensure compliance with applicable Canadian and U.S. health, safety, environmental, and transportation regulations.
- Oversee DOT, FMCSA, NSC, IRP, IFTA, ELD, permitting, driver qualification, and fleet compliance programs.
- Lead regulatory audits, customer audits, and compliance reviews.
- Monitor regulatory changes and ensure company policies and procedures remain current and effective.
Risk Management
- Identify and mitigate operational, regulatory, and business risks.
- Build and maintain relationships with regulators, customers, and industry stakeholders.
- Establish and monitor KPIs related to safety, compliance, and operational performance.
- Support business growth while ensuring the highest standards of safety and regulatory compliance are maintained.
Qualifications & Experience
- Minimum 10 years of progressive QHSE and compliance leadership experience.
- Experience leading QHSE, transportation compliance, and regulatory programs within oilfield services, energy services, transportation, construction, or heavy industrial sectors.
- Demonstrated success building strong safety cultures and improving safety performance metrics.
- Proven experience developing and executing TRIF reduction strategies and injury prevention programs.
- Strong understanding of Canadian and U.S. health, safety, environmental, and transportation regulations.
- Experience with DOT, FMCSA, NSC, IRP, IFTA, ELD, and fleet compliance programs.
- Professional designation such as CRSP, CRST, NCSO, CSP, or equivalent is considered an asset.
- Proven leadership experience managing teams and influencing operational leaders.
- Strong communication, organizational, analytical, and problem-solving skills.
- Ability to travel throughout Canada and the United States as required.
