The client is seeking a Senior Business Analyst / Procurement Writer to support the development, review, and refinement of Requests for Bids (RFBs), procurement strategies, and related contractual documentation. The successful candidate will collaborate with procurement teams, subject matter experts, project stakeholders, and senior management to develop clear, accurate, and comprehensive procurement documents aligned with business objectives, OPS procurement policies, contractual requirements, and public-sector best practices. This role requires exceptional writing and editing skills, hands-on experience with procurement documentation, strong knowledge of Ontario Public Service procurement processes, and the ability to facilitate stakeholder reviews, manage risks, and ensure fair and transparent procurement activities.
Key Responsibilities
- Review, draft, edit, and refine Requests for Bids (RFBs), RFPs, and supporting procurement documentation.
- Incorporate stakeholder feedback and ensure timely updates to procurement documents.
- Develop clear scope statements, business objectives, requirements, deliverables, timelines, and Statements of Work (SOWs).
- Ensure procurement documents are accurate, complete, consistent, and aligned with business objectives and procurement standards.
- Advise project teams on procurement strategies, methodologies, best practices, and available procurement approaches.
- Apply knowledge of OPS procurement policies, procedures, contractual terms, and public-sector tendering practices.
- Identify procurement risks, potential barriers to vendor participation, and mitigation strategies.
- Support transparent, fair, and open procurement processes, incorporating guidance from the independent Fairness Commissioner.
- Prepare briefing materials, executive summaries, and supporting documentation for senior management.
- Provide procurement advice, coaching, knowledge transfer, and guidance to client resources.
- Support contract award activities, preparation of draft Forms of Agreement (FOA), and vendor onboarding as required.
- Manage multiple deliverables, deadlines, document revisions, and stakeholder expectations while maintaining high-quality standards.
Must-Haves
- Strong experience drafting, reviewing, editing, and refining RFB/RFP and procurement documentation.
- Demonstrated knowledge of public-sector procurement processes, preferably within the Ontario Public Service (OPS).
- Excellent technical, business, and contractual writing skills, including the ability to simplify complex information into clear, concise language.
- Understanding of procurement policies, competitive tendering, contractual terms, conditions, and procurement best practices.
- Experience developing scope statements, business objectives, requirements, deliverables, and Statements of Work.
- Strong stakeholder management and communication skills, including collaboration with subject matter experts and senior management.
- Experience identifying procurement risks, assessing vendor participation challenges, and recommending mitigation strategies.
- Exceptional attention to detail, proofreading, document quality assurance, and consistency.
- Ability and willingness to work onsite five days per week at 222 Jarvis Street, Toronto.
Nice-to-Haves
- Experience working directly with Ontario Public Service ministries or other provincial or federal government organizations.
- Familiarity with the independent Fairness Commissioner s recommendations and public-sector procurement fairness requirements.
- Experience preparing Forms of Agreement (FOA), Statements of Work (SOW), and contract award documentation.
- Knowledge of market research, vendor landscape analysis, pricing models, and procurement strategy development.
- Experience coaching project teams and providing procurement knowledge transfer.
- Political acuity and experience managing sensitive, high-visibility government projects.
- Familiarity with government digital service standards, inclusive writing, plain-language content design, AODA, WCAG 2.0 AA, and the French Language Services Act (FLSA).
- Exposure to Agile multidisciplinary teams and collaboration tools such as Miro, Figma, Mural, or Jamboard.
- Familiarity with content strategy, information architecture, journey mapping, user research, SEO, and content auditing.
