Our client is a leading Ontario regulatory organization seeking a Senior Procurement Specialist to join their Finance and Administration team. This is a strategic, highly visible role supporting complex procurement initiatives and advising internal stakeholders across the organization.
The successful candidate will lead end-to-end procurement activities, including RFx development, sourcing strategy, evaluations, contract negotiations, vendor management, and procurement policy and compliance. They will also support process improvements and mentor junior procurement team members.
Public-sector procurement experience is a must-have, ideally within a government, regulatory, or broader public-sector environment, with strong experience managing complex procurement processes and working within formal procurement policies, legislation, and applicable trade agreements.
Reporting to the Manager, Procurement and Contracts, this position provides strategic procurement support, mentoring, and leadership to the procurement unit. This role will build and maintain relationships with internal business partners to ensure simplified, cost effective, and strategic procurement outcomes.
Key Responsibilities:
- Build strong relationships with internal business partners and develop annual and long-term procurement strategies aligned with organizational priorities.
- Provide strategic procurement advice, assess business requirements, and identify and manage procurement risks.
- Lead end-to-end procurement processes, including developing RFx documents, evaluation criteria, response templates, and procurement scopes.
- Ensure procurement activities comply with organizational policies, applicable legislation, trade agreements, and government directives.
- Lead complex, high-profile and non-routine procurement initiatives, including evaluations, negotiations, contract awards, and resolution of supplier issues.
- Advise and educate internal stakeholders and senior management on sourcing strategies, specifications, bid evaluations, contract management, and procurement processes.
- Lead the development and execution of the annual Procurement Plan.
- Mentor and coach Procurement Specialists and Contracts Coordinators, including supporting training, work prioritization, and day-to-day questions.
- Support vendor relationship management, cost analysis, contract renewals, leases, and supplier communications.
- Prepare procurement spend analysis, budget information, and management reports, including historical actuals versus budget.
- Track and report procurement metrics and identify opportunities to improve processes, controls, and service delivery.
- Support the implementation and adoption of procurement systems, processes, and change initiatives.
Qualifications
- Post-secondary degree in Business Administration, or Commerce, with an emphasis on Strategic Sourcing / Procurement, or relevant discipline.
- A minimum of 5+ years of experience as a procurement professional for a public procuring agency, or equivalent relevant experience as a project manager with experience in drafting, developing RFx documents in support of complex information technology and consulting services.
- Ability to communicate effectively, both verbally and in writing, with internal and external customers/suppliers at all organizational levels.
- Possess a high level of attention to detail and accuracy.
- Have a strong work ethic and organizational skills to meet deadlines.
- Be self-motivated and able to work proficiently both independently and in a team environment.
- Proficiency in Microsoft 365 applications (Word, Excel, PowerPoint.)
