Position Summary
Job Type: Full-time, permanent
Hours of Work: 8:30AM – 4:30PM, Monday to Friday
Reports to: Intergovernmental Relations Manager
Department: Legislative Services and Governmental Relations
The Intergovernmental Relations Analyst supports treaty implementation and self-governance through research, analysis, drafting, data management and cross-department intergovernmental engagement support with other governments and organizations.
Key Responsibilities
Performs all duties and responsibilities in accordance with Tla’amin policies, standards, practices, and procedures as directed by the Intergovernmental Relations Manager. Maintains confidentiality as required pertaining to members, clients, employees, and general matters of the Nation.
- Provides research, policy, engagement, and coordination support to department managers and directors, including research and engagement with the Governments of Canada and British Columbia, First Nations, municipalities, and other organizations.
- Coordinates, prepares for, and facilitates meetings, working groups, negotiations, and engagement processes with federal, provincial, First Nation, municipal, and other partners.
- Supports and, where appropriate, leads Tla’amin Nation intergovernmental relations priorities, including engagements and negotiations with Canada, British Columbia, other First Nations, and local governments.
- Reviews internal and external proposals, initiatives, and agreements to identify potential implications for Tla’amin legal, policy, data management, treaty, and intergovernmental frameworks.
- Conducts research and analysis on legislation, policies, programs, and best practices in other governments to support the development and improvement of Tla’amin laws, regulations, policies, and processes.
- Supports the development, implementation, and review of Tla’amin laws, regulations, policies, processes, and strategic initiatives in collaboration with departments.
- Supports Tla’amin community data management, including tracking indicators and assessing progress toward intergovernmental relations, policy, and program objectives.
- Develops and maintains relationships within the Tla’amin Community to support effective engagement, consultation, and project development.
- Provides engagement and coordination support for Crown consultations and related intergovernmental processes.
- Supports and leads projects related to Treaty amendments and implementation, as assigned.
- Prepares briefing notes, reports, speaking notes, presentations, and other materials for Legislators, Executive Council, the Legislative Assembly, senior leadership, and departments.
- Represents Tla’amin Nation at external meetings, tables, working groups, and engagement opportunities, as delegated.
- Supports departmental funding applications, project development, and related reporting requirements.
- Supports onboarding and knowledge transfer for staff involved in relevant projects and initiatives.
- Performs other related duties as assigned.
Qualifications
Training, Education, Experience
- Undergraduate degree in political science, public policy, economics, First Nations studies, Indigenous governance, or a related field, combined with relevant work experience.
- 2–3 years of related experience in research, policy, government relations, engagement, project coordination, or a similar role.
- An equivalent combination of education and experience may be considered.
- Experience working with Tla’amin Nation or other Indigenous governments is an asset.
- Acceptable Police Information Check prior to employment.
- Valid B.C. Class 5 Driver’s License and acceptable driver’s abstract.
Knowledge, Skills, Abilities
- Proficiency with Microsoft Office, Microsoft Teams, and related digital collaboration tools.
- Strong research, analytical, writing, and organizational skills, with the ability to prepare clear and concise briefing materials.
- Excellent interpersonal and communication skills, with the ability to work effectively with community members, elected officials, government representatives, First Nations, and other partners.
- Demonstrated ability to manage competing priorities, meet tight deadlines, and adapt to changing circumstances.
- Strong judgment, discretion, diplomacy, and commitment to ethical and accountable service.
- Ability to maintain confidentiality and provide respectful, professional service within a small community environment.
- Strong cultural awareness and demonstrated respect for Tla’amin Nation culture, traditions, protocols, and governance.
- Working knowledge of the roles and functions of Tla’amin Nation, federal, provincial, municipal, and First Nation governments is an asset.
Working Conditions
- Work is performed primarily in an office environment.
- Occasional travel for meetings outside the qathet Region may be required.
