About the Project:
The Eglinton Crosstown West Extension will bring the Eglinton Crosstown LRT another 9.2 kilometers farther west, creating a continuous rapid transit line from the east end of Toronto into Mississauga. The Stations, Rail, and Systems (SRS) package encompasses the design, construction, integration, and commissioning of key project components.
Position Overview:
TRP has a current vacancy for an experienced Procurement Manager – Systems Track to lead procurement activities associated with the Systems and Rail scope of the ECWE SRS package.
Reporting to the senior Procurement / Supply Chain leadership, the Procurement Manager will be responsible for developing and executing procurement strategies for complex rail and transit systems, equipment, materials, specialist services, and subcontract packages.
This position will work closely with Systems Engineering, Rail, Design, Construction, Commercial, Project Controls, Quality, Safety, Legal, Finance, and Operations teams to ensure that procurement packages are technically compliant, commercially competitive, contractually sound, and aligned with project schedule and commissioning requirements.
The successful candidate will bring strong experience procuring technically complex equipment and services in major infrastructure, rail, transit, transportation, industrial, or comparable capital-project environments. Experience managing long-lead systems procurement, international suppliers, technical evaluations, commercial negotiations, and subcontractor/vendor relationships will be highly valued.
Key Responsibilities:
Systems Procurement Strategy
- Develop and implement procurement strategies for the Systems Track in alignment with the overall SRS procurement plan.
- Establish procurement plans, package strategies, sourcing approaches, and procurement schedules for systems, equipment, materials, and specialist services.
- Identify procurement requirements based on design development, construction sequencing, commissioning requirements, and project schedule.
- Develop sourcing strategies for long-lead, critical, proprietary, specialized, and high-value systems components.
- Assess make/buy, direct purchase, subcontract, supplier, and specialist-service options.
- Develop procurement strategies that balance technical requirements, commercial value, schedule, quality, risk, and lifecycle considerations.
- Identify procurement risks and develop mitigation strategies for critical systems packages.
- Support procurement planning through the progressive design development process and evolving project requirements.
Rail & Systems Package Procurement
- Lead or oversee procurement activities for technically complex packages that may include, as applicable:
- Signaling and train control systems.
- Communications and telecommunications systems.
- SCADA and supervisory control systems.
- Operations Control Centre-related systems and equipment.
- Traction power and electrical systems.
- Overhead catenary system (OCS) equipment and components.
- Rail and track systems.
- Platform and station systems.
- Passenger information and public-address systems.
- CCTV and security systems.
- Emergency communication systems.
- Network infrastructure and associated technology.
- Systems integration and specialist engineering services.
- Testing, commissioning, integration, and technical support services.
- Specialized systems equipment, components, spare parts, tools, and maintenance materials.
- Coordinate closely with Systems Engineering to ensure procurement packages accurately reflect approved technical requirements, specifications, interface requirements, testing requirements, and acceptance criteria.
Procurement Planning & Schedule Management
- Develop and maintain procurement schedules for Systems Track packages.
- Establish procurement milestones from requisition through award, manufacturing, delivery, installation, testing, commissioning, and closeout.
- Monitor long-lead equipment and material requirements against the integrated project schedule.
- Identify procurement activities that could affect design, construction, testing, commissioning, or revenue-service readiness.
- Coordinate procurement priorities with construction sequencing and work-package requirements.
- Develop procurement recovery strategies where supplier, design, manufacturing, or delivery activities fall behind schedule.
- Maintain visibility of critical procurement dates, including RFQ/RFP issuance, bid closing, technical evaluation, commercial evaluation, award, submittals, manufacturing, factory acceptance testing, delivery, and site acceptance.
Sourcing & Supplier Management
- Identify, prequalify, and evaluate potential suppliers, manufacturers, subcontractors, and specialist service providers.
- Develop supplier market intelligence for specialized rail and transit systems.
- Conduct market engagement and supplier outreach where appropriate.
- Maintain an understanding of supplier capacity, manufacturing lead times, financial stability, production constraints, and industry risks.
- Manage supplier and subcontractor relationships throughout the procurement lifecycle.
- Establish appropriate supplier performance expectations and monitoring processes.
- Support supplier capacity and capability assessments for technically specialized packages.
- Monitor supplier performance against cost, schedule, quality, technical, and contractual requirements.
RFQ/RFP Development & Tender Management
- Lead the development and issuance of RFQs, RFPs, tenders, purchase orders, and subcontract procurement packages.
- Work with Engineering and Technical teams to translate project requirements into clear procurement documentation.
- Develop commercial terms, bidder instructions, pricing schedules, deliverable requirements, and evaluation criteria.
- Ensure procurement documentation clearly defines scope boundaries, responsibilities, interfaces, testing, documentation, warranty, spares, training, and commissioning obligations.
- Coordinate bidder questions, clarifications, addenda, and tender communications.
- Maintain transparent and auditable procurement processes.
- Ensure procurement activities comply with TRP policies, project requirements, delegated authorities, and applicable contractual obligations.
Technical & Commercial Evaluation
- Lead and coordinate multidisciplinary tender evaluations.
- Establish evaluation plans and scoring methodologies in collaboration with technical and commercial stakeholders.
- Coordinate technical evaluations with Systems Engineering and subject-matter experts.
- Review commercial submissions, qualifications, exclusions, assumptions, deviations, and proposed alternatives.
- Identify commercial and technical risks within supplier proposals.
- Coordinate clarification processes with bidders.
- Prepare procurement recommendation reports and award documentation.
- Ensure technical and commercial evaluations are properly documented and auditable.
- Support value engineering and alternative procurement solutions while maintaining technical compliance and project requirements.
Negotiation & Contract Award
- Lead commercial negotiations with suppliers, subcontractors, and systems vendors.
- Negotiate pricing, payment terms, schedule, warranties, delivery requirements, liquidated damages, performance requirements, change mechanisms, and other commercial terms.
- Identify and resolve contractual exceptions, exclusions, and deviations.
- Work with Legal and Commercial teams to finalize purchase orders, subcontracts, supply agreements, and related contractual documentation.
- Ensure appropriate risk allocation between TRP and suppliers/subcontractors.
- Prepare award recommendations and obtain appropriate internal approvals.
- Support contract execution and supplier mobilization.
Long-Lead & Critical Systems Procurement
- Establish and maintain a dedicated procurement strategy for long-lead and critical systems equipment.
- Identify items with potential to affect the critical path, systems integration, testing, or commissioning.
- Monitor manufacturing and delivery schedules for critical equipment.
- Coordinate supplier production schedules with construction and installation requirements.
- Support expediting strategies where required.
- Identify potential supply-chain disruptions, manufacturing constraints, logistics risks, and geopolitical or market risks.
- Develop contingency and mitigation strategies for critical procurement items.
- Escalate material procurement risks before they affect project delivery.
Systems Integration & Interface Coordination
- Work closely with Systems Engineering and Interface Management teams to ensure procurement packages appropriately address system interfaces.
- Ensure supplier scopes clearly define physical, electrical, communications, software, data, functional, and operational interfaces.
- Coordinate procurement requirements involving multiple systems suppliers.
- Support resolution of interface gaps, scope overlaps, and responsibility boundaries.
- Ensure supplier deliverables align with Systems Integration, Verification & Validation, RAM, Safety Assurance, Configuration Management, and testing requirements.
- Coordinate procurement requirements associated with integration into existing Eglinton Crosstown LRT infrastructure.
- Support procurement activities associated with brownfield interfaces and operational systems where applicable.
Design & Procurement Interface
- Maintain close coordination between procurement and design development.
- Identify procurement impacts resulting from design changes and evolving technical requirements.
- Ensure procurement packages are sufficiently mature before release while maintaining alignment with the PDB development process.
- Coordinate engineering deliverables required for supplier engagement, tendering, manufacturing, and approval.
- Manage procurement-related technical clarifications and design changes.
- Identify opportunities for early procurement to protect schedule while managing design development risk.
- Support design optimization and value engineering initiatives affecting procurement.
Commercial & Cost Management
- Work with Commercial and Project Controls teams to establish procurement budgets and commitments.
- Monitor procurement commitments against approved budgets.
- Support cost forecasting and procurement reporting.
- Identify cost risks, market escalation, currency exposure, and supplier pricing risks.
- Support negotiation of changes, claims, credits, and commercial adjustments.
- Ensure procurement commitments are accurately reflected in project cost reports and forecasts.
- Support cost-saving and value-engineering initiatives without compromising technical compliance, safety, quality, or schedule.
Supply Chain, Logistics & Delivery
- Coordinate with Logistics, Construction, Warehouse, and Site teams to ensure timely delivery of systems equipment and materials.
- Establish delivery requirements based on site readiness and installation sequencing.
- Coordinate supplier packaging, transportation, storage, preservation, and handling requirements.
- Monitor international and domestic supply chains for critical equipment.
- Coordinate import/export requirements and customs considerations where applicable.
- Ensure supplier documentation is received in advance of delivery and installation.
- Support resolution of damaged, incomplete, late, or non-conforming deliveries.
Quality, Compliance & Documentation
- Ensure suppliers understand and comply with project quality requirements.
- Coordinate procurement requirements related to Inspection and Test Plans (ITPs), Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), inspections, certifications, and quality records.
- Work with Quality and Engineering teams to ensure supplier documentation meets project requirements.
- Ensure procurement records, evaluations, approvals, contracts, and correspondence are maintained in accordance with project document-control requirements.
- Support supplier audits and performance reviews.
- Ensure procurement packages include appropriate requirements for manuals, as-built information, certificates, test results, warranties, training, spares, and turnover documentation.
Risk Management
- Identify, assess, and monitor procurement and supply-chain risks.
- Maintain procurement risk registers and mitigation plans.
- Assess risks associated with single-source suppliers, proprietary technology, limited manufacturing capacity, long lead times, and international supply chains.
- Support project risk workshops and mitigation planning.
- Escalate significant commercial, technical, supplier, or schedule risks to senior management.
- Develop contingency strategies for critical procurement packages.
Team Leadership
- Lead and mentor Procurement Specialists, Buyers, Procurement Coordinators, and other team members supporting Systems Track procurement.
- Establish clear priorities, deliverables, and performance expectations.
- Allocate procurement activities across the team according to project priorities and workload.
- Promote collaboration between Procurement, Engineering, Construction, Commercial, Quality, and Project Controls.
- Establish consistent procurement processes, tools, templates, and reporting.
- Support continuous improvement across the TRP procurement function.
Reporting & Governance
- Prepare regular procurement status reports for project leadership.
- Report on procurement progress, commitments, savings, risks, long-lead items, supplier performance, and upcoming milestones.
- Maintain procurement dashboards and trackers.
- Provide senior management with clear visibility of procurement risks and opportunities.
- Ensure procurement activities comply with internal governance, approval authorities, contractual requirements, and applicable policies.
- Maintain complete audit trails for procurement decisions and contract awards.
Project Closeout
- Support procurement closeout for Systems Track packages.
- Ensure outstanding supplier deliverables, warranties, spare parts, training, manuals, certifications, and as-built documentation are received.
- Resolve outstanding commercial issues, claims, credits, and purchase-order commitments.
- Support final supplier performance evaluations.
- Ensure procurement records are complete and properly archived.
- Capture lessons learned and procurement improvements for future project phases.
Qualifications:
- Bachelor’s degree or diploma in Supply Chain Management, Procurement, Business, Engineering, Construction Management, or a related discipline.
- Typically 8–12+ years of progressive procurement experience, with significant experience managing complex construction, infrastructure, rail, transit, transportation, industrial, or systems-related procurement.
- Demonstrated experience managing high-value procurement packages from strategy and sourcing through tendering, negotiation, award, delivery, and closeout.
- Experience with rail, transit, signaling, communications, electrification, traction power, OCS, SCADA, telecommunications, track, or other transportation systems procurement is strongly preferred.
- Experience working in a Progressive Design-Build, Design-Build, P3, EPC, or major capital-project environment.
- Experience managing technically complex suppliers, subcontractors, OEMs, and international vendors.
- Strong experience with commercial negotiations, contract terms, supplier risk, and procurement governance.
- Experience managing long-lead and critical-path procurement.
- Experience working in a multidisciplinary project environment with Engineering, Construction, Commercial, Quality, and Project Controls teams.
- Professional procurement designation such as SCMP, CPSM, CIPS, or equivalent is considered an asset.
- PMP, engineering, construction, or other relevant professional designation is considered an asset.
