POSITION SUMMARY
Reporting to the Membership Services Manager, the Membership Registry Specialist is responsible for administering and maintaining Westbank First Nation’s Membership Roll in accordance with the WFN Constitution and WFN law and policy, as well as maintaining the Indian Registry Program in accordance with Federal law, policy and program requirements.
EDUCATION/EXPERIENCE
- Indian Registry Administrator Training Program Certification, SCIS Receiving Agent Certification, CertifiedIntegrity Document Officer Certification, IRA Digital Application Services (DAS) certification (“ISC”)
- Post-Secondary education in First Nations Governance, Political Science or law preferred.
- Electoral Officer Certification preferred
- Commissioner of Oath preferred
- Certification to “certify true copy and or likeness of identity”
- Experience interpreting and developing a First Nations Membership Code
- Experience (minimal 2 years) with budgets, coding and reporting
- Previous experience working with office equipment
- Equivalent combination of education, training and experience may be considered
REQUIREMENTS
- Criminal Record Check with results acceptable to WFN
- Valid Class 5 Driver’s License and Acceptable Driver’s Abstract
Must be willing to travel within or out of Canada
- Valid Passport
- Owns a vehicle with minimum of $2,000,000 liability insurance
- Maintains a high level of confidentiality and uses discretion on all matters relating to the affairs of theWestbank First Nation.
JOB DUTIES/RESPONSIBILTIES
- Makes amendments to the Membership Roll and the Indian Register resulting from births, registration, transfers, deaths, marriages and divorces.
- Obtains and examine supporting documentation and signatures when administering amendments to the Membership Roll and Band List as required by WFN and Federal law and policy.
- Prepares monthly reports of Indian Registry transactions.
- Reviews the monthly change reports and new register pages to ensure that the events reported for WFN have been entered correctly into the Indian Register System.
- Provides information to band members and the general public on the application of the Indian Act and the Department’s policies and procedures related to applications for Indian status.
- Processing applications for membership transfer/revocation in accordance to WFN Constitution, Part III-Membership Rules.
- Informs individuals of the decisions made by the Registrar concerning their applications for Indian Status.
- Issues Certificates of Indian Status to registered Indians in accordance with the Departmental policies and procedures.
- Registers all events and amendments (births, deaths, marriages, divorces, name change, category upgrades, registry number change) to the department of Indigenous Services Canada (“ISC”)
- Maintains membership files as per the Indian Register Policy and WFN Constitution
- Maintains all records of Certificates of Indian Status in files and on the AIS Data Base
- Maintains the Membership Roll and associated information (addresses, phone numbers, registrations, deaths, transfers, on the AIS Data Base
- Maintains the Membership Data Base in consistent with the Indian Register System
- Attends all working group meeting and internal meetings regarding constitutional amendments or revisions
- Represents WFN at other First Nations and/or Tribe workshops related to Membership issues, stats, process, and legal matters regarding the Indian Act, etc.
- Provides membership information to Chief and Council, and WFN Administration as required for WFN purposes.
- Prepares all vouchers, forms, applications for Minors Trust, Newborns and release of Minors trust funds.
- Prepares all required documents for Voting Purposes
- Performs all duties related to or as an Electoral or Deputy Officer when requested
- Prepares monthly statistical reports for WFN Newsletter and Annual Reports.
- Provides mailing lists, voting lists, and other documentation in a timely manner to departments within WFN
- Assists with planning, organizing and developing policies for the Membership Services Department
- Provides backup to the Membership Services Manager/Administrator
- Performs all duties and responsibilities in accordance with Westbank First Nation law and policy, as directed by the Membership Services Manager/Administrator
KNOWLEDGE/SKILLS/ABILITIES
- Excellent knowledge of the Indian Act and legal framework surrounding First Nation status issues for Registration Entitlement, Adoption and Transferring
- Knowledge of the WFN Self Government Agreement and Constitution
- Good analytical and problem solving skills
- High level of accuracy and attention to detail
- Excellent organizational, planning and clerical skills
- Strong Computer Skills
- Intermediate level of ability in Microsoft Outlook, Word and Excel and Power Point
- Strong communication skills, verbal and written
- Must work well in a team setting
- Good understanding of Electoral & Deputy Officer duties (preferred Electoral Officer Certification)
- Ability to understand, create, or revise policies and procedures relating to WFN
- Able to carry out any additional duties that may be required under the Constitution or directed by the Membership Services Manager
- Ability to understand and apply legislative law, policies, and procedures.
The median salary for this position is $64,753
