Summary – The Program
YES: Scarborough WORKS (YSW) is a demand-responsive workforce development initiative that connects youth in Scarborough with meaningful employment opportunities. Through targeted outreach, strong employer partnerships, and comprehensive employment supports, the program will engage over 500 youth and achieve measurable employment outcomes with a minimum of 200 placements per annum. This initiative is funded by the Northpine Foundation. As an impact-focused organization, YES aligns closely with Northpine’s goals. Grounded in kindness, we prioritize the needs and lived experiences of individuals, while consistently measuring our impact to ensure our initiatives create tangible value for the people and communities we serve.
Summary – The Position
Reporting to the Program Manager, we are looking for an experienced and results-driven Job Developer who can actively build employer pipelines, secure job opportunities, and convert relationships into placements with a focus on students and Youth who are not in Employment, Education, or Training (NEET Youth).
The primary objective of this role is to lead employer engagement efforts and secure meaningful employment opportunities for youth across Scarborough. Success in this position requires the ability to quickly build strong relationships with employers, along with confidence in outreach, pitching opportunities, and successfully closing placements.
The role involves managing a diverse portfolio of employer partners and prospects, supporting program participants, and coordinating program-related events, all while maintaining a strong focus on achieving job placements, measurable outcomes, and overall impact. A solid understanding of demand-driven employment strategies is considered a strong asset.
Qualifications
- University Degree and three years of proven experience in career counselling, job development, employer engagement and job placement.
- Demonstrated success placing students and NEET youth into employment.
- Superior knowledge of job development with demonstrated ability to work in a performance-based system with a proven track record of meeting targets and deadlines.
- Deep knowledge and understanding of the target group, labour market trends, information and resources in Scarborough (including employers and the current hiring landscape) as well as employment programs for youth and adults and workforce development.
- Strong network of employer contacts (particularly in Scarborough and the GTA).
- Demonstrated experience and success in organizing career fairs or large-scale hiring events.
- Ability and willingness to travel regularly within Scarborough.
- Flexible schedule to support employer meetings and events.
- Able to multi-task and work in a fast-paced environment.
- Excellent written and verbal communication skills.
- Excellent organizational and teamwork skills.
- Computer knowledge, Microsoft Word, Internet, email etiquette.
- Group leadership/curriculum/program development skills.
- Ability to relate to socially and economically disadvantaged youth.
- Ability to work in a multi-cultural/multi-racial workplace.
Specific Duties
- Build and maintain a strong pipeline of employers across Scarborough and the GTA.
- Conduct daily outreach (calls, meetings, site visits) to secure job opportunities.
- Develop partnerships with employers in key sectors (retail, logistics, hospitality, customer service, etc.).
- Identify hiring needs and align them with candidate talent pools.
- Negotiate job opportunities, internships, and work placements.
- Place students and NEET youth into meaningful employment opportunities.
- Match candidates to roles based on skills, goals, and location.
- Support interview coordination and hiring processes.
- Track placements and ensure strong retention of outcomes.
- Plan and execute large-scale career fairs and hiring events.
- Recruit and onboard employers to participate in events.
- Coordinate logistics, employer communications, and candidate preparation.
- Ensure events result in real interviews and job offers.
- Work closely with outreach teams and case managers to align candidates with opportunities.
- Provide information on the local labour market, careers and occupations (including self-employment), employment preparation, job search, and interview techniques.
- Follow up with clients, referring agencies and employers.
- Maintain all required records, statistical data, case files, notes, and reports in a timely manner.
- Conduct presentations to agencies and the community at large on behalf of YES.
- Adhere to and maintain outcomes target as set by YES in employment, education and training and ensure a high quality of customer service.
- Attend all staff meetings.
- Adheres to all YES policies and procedures and ensures confidentiality. maintained on client, personnel, financial and agency matters.
- Represents YES at all times in a professional manner.
- Participates in regular supervision meetings.
- Works cooperatively with other team members.
- Carries out any other duties, as required.
Annual Salary: $65,187.98 OPSEU Bargaining Unit Position increasing after 6 months to $65,891.54 annually (pending)
Hours of Work: 40 hours per week
