Business Analyst – HRIS & Payroll
Location: Ottawa, Ontario
Contract rate: $55–$60/hour incorporated, plus applicable HST
Hours: 37.5 hours per week
Start: Q4 2026
Initial term: Through December 31, 2026, with potential for a one-year extension
Work arrangement: Approximately 3–5 days onsite per week
Security clearance: Active Government of Canada Secret clearance required
About the opportunity
Aeolus Staffing Solutions is seeking a hands-on Business Analyst to support a public-sector client’s assessment of requirements for a new Human Resources Information System and Payroll solution.
You will work directly with HR, Payroll and IT teams to understand existing processes, document business needs and assess how those needs align with the new system. The initial assignment focuses on discovery and requirements assessment, with the potential to continue into implementation.
We welcome applicants with backgrounds as Business Analysts, HRIS Analysts or HCM Functional Analysts who can demonstrate the required experience.
Responsibilities
- Facilitate stakeholder discussions and workshops to gather, clarify, prioritize and validate requirements.
- Document current HR and payroll processes, workflows and business rules.
- Develop current-state and future-state process maps using BPMN.
- Conduct fit-gap assessments against Dayforce or an equivalent HCM platform.
- Identify configuration, integration and process-change requirements while minimizing unnecessary customization.
- Review existing HR and payroll data and identify requirements for data migration.
- Document interfaces between existing systems, the new platform and manual processes.
- Prepare business and system requirements, process documentation and test scripts.
- Collaborate with business stakeholders, technical teams, implementation partners and software specialists.
- Handle sensitive employee and payroll information in accordance with client security and confidentiality requirements.
If the assignment extends into implementation, responsibilities may include requirements traceability, user acceptance testing, acceptance criteria, training documentation and implementation readiness support.
Required qualifications
- Minimum 5 years of applied HCM-related professional experience, clearly demonstrated in your CV.
- Demonstrated experience supporting HR/HCM and payroll system implementations.
- Hands-on experience with Dayforce or an equivalent HCM solution.
- Experience gathering requirements, analyzing business processes and completing fit-gap assessments.
- Familiarity with HR/payroll functions such as time and attendance, scheduling, benefits, employee records and self-service.
- Experience with BPMN and process-mapping tools such as Microsoft Visio.
- Strong documentation, communication and stakeholder facilitation skills.
- Familiarity with Agile/Scrum or Waterfall delivery methodologies.
- Active Government of Canada Secret clearance.
- Ability to meet the onsite requirements in Ottawa and provide services through an incorporated business.
Assets
- Experience with Microsoft SharePoint and Azure DevOps.
- Familiarity with Dynamics AX/D365 ERP.
- Experience preparing test scripts, supporting UAT and reviewing data migration requirements.
