We are seeking a competitive & determined Project Manager, Development, responsible for overseeing the General Contractor on high-rise, mid-rise and stacked townhouse projects. This includes directing construction execution, managing project schedules and budgets, and coordinating internal and external stakeholders.
The role also represents Caivan as the Builder’s primary liaison with the external land Developers’ construction teams on low-rise communities. The position is the critical link between land servicing milestones and internal homebuilding production teams, protecting the Builder’s schedule, technical & quality integrity, and financial objectives.

You will Bring
- University Degree in Engineering, Finance or Planning or College Diploma related to Construction Engineering Technician, Civil Engineering Technology, or similar field
- 5-8 years of experience in a similar role within a development or construction environment
- Strong proficiency working in Microsoft Word, Excel, AutoCAD, Bluebeam, and SharePoint programs
Exceptional Skills Required
- Experience acting as an Owner’s Representative overseeing a general contractor on high-density projects with underground parking
- Working knowledge of low-rise land development, lot servicing and municipal assumption processes
- Analytical and detail-oriented with a keen focus on producing accurate and high caliber work
- Excellent communication and analytical problem-solving skills
- Self-motivated and excels both in a team and independently
- A willingness to support the team as required and work in a collaborative manner
- The ability to adapt to changing priorities and work in a fast-paced environment
Key Responsibilities
Project Management & Communication
- Keep internal and external teams current through progress and coordination meetings, and maintain project documentation and databases
- Liaise with Sales & Marketing, municipalities and utility authorities on community construction matters
- Guide the permits to be delivered on schedule, oversee consultant updates and support the permits team with crafting responses
- Manage and track all permit service applications to prevent administrative delays to construction starts
- Outline the tender schedule, assist with the trade invite list, review bid evaluations and track negotiations through contract issuance for budget adherence
- Review the tender analysis and input on award approvals, holding schedule and quality standards through construction
Construction Delivery & Site Oversight
- Oversee construction of servicing, underground parking, above-grade stacks and mid-rise, pre-servicing works such as excavation and shoring, plus siteworks and landscaping through to homeowner turnover
- Walk the site weekly, document status and issues, and direct the site superintendent, trades and consultants to hold quality and schedule
Developer Coordination
- Serve as the Builder’s primary point of contact with the external land developers’ construction teams, providing strategic input
into land servicing, and aligning lot delivery and utility milestones with the homebuilding Production Schedule - Proactively address developer delays, boundary discrepancies, and site condition issues to protect Builder timelines
Technical and Design Review, Grading & Siting
- Review developer grading plans, servicing layouts, inverts, and soils and de-watering information to surface conflicts before they reach the field
- Oversee and review the consultant Working Drawings through to Issued-for-Construction for design enhancement, value engineering, driving standards alignment and built-in quality
- Validate pre-grade site conditions and ensure developer grading matches approved engineering benchmarks
Budget, Draws & Cost Control
- Build, forecast and maintain construction budgets, monthly progress draws, and the quarterly Estimated Cost to Complete
- Identify cost exposure early and bring solutions before money is spent
Turnover & Close-out
- Lead turnover and close-out, including close-out documentation, Site Plan close-out, condominium registration and handover to property managers, and support the warranty team on land and performance audit issues
- Provide technical support at builder turnover meetings and document deficiencies before lot or unit acceptance
Additional Notes
- Primarily office-based, with regular site visits, as required, to monitor and oversee land development construction activities and ensure work is progressing in accordance with approved plans, specifications, schedules, and quality standards
- This is a full-time, in-person role
- Work may involve exposure to weather, noise, dust, and high-risk activities
- Ability to adapt to changing site conditions and priorities
- PPE (hard hat, hi-vis & steel toes boots) is required at all times in field settings
- Ability to travel to different projects throughout the GTA
- This role requires a valid Ontario Class G driver’s license and access to a reliable vehicle
