We are seeking a Senior Specialist, Proposals and Origination based out of our Toronto or Montreal Office, working in a hybrid schedule.
The Senior Specialist leads the development of technically accurate, compliant and client-focused proposals for DRA’s engineering, consulting, project delivery and asset management services. The role interprets client requirements and technical scopes, prepares and edits proposal content, develops and consolidates deliverable and level-of-effort estimates, and coordinates inputs from engineering, project controls, legal and delivery teams. The role manages the proposal lifecycle from opportunity handover through submission and post-bid clarification, identifies practical value-added solutions, and clearly communicates DRA’s value proposition and differentiators.
Responsibilities:
- Lead the preparation, technical review and submission of pre-qualifications, Expressions of Interest (EOIs) and formal proposals for mining and mineral processing studies and projects, from receipt of solicitation documents through post-bid clarifications.
- Read and interpret client requirements, engineering scopes, specifications, drawings and schedules to establish compliance requirements, assumptions, exclusions, risks and deliverables.
- Develop proposal strategies, win themes, value propositions and competitive positioning that address the client’s business case and clearly differentiate DRA.
- Prepare, write, edit and consolidate clear technical and commercial proposal content, including scopes, methodologies, execution strategies, work plans, schedules, deliverables and supporting narratives.
- Develop and consolidate deliverable registers, staffing plans, level-of-effort estimates, budget estimates and proposal pricing inputs in coordination with discipline leads and project managers.
- Coordinate multidisciplinary engineering, project delivery, estimating, legal and management contributors; establish proposal schedules and monitor activities, resources and budgets to achieve timely and cost-effective submissions.
- Review technical approaches and estimates for completeness, consistency and feasibility; identify risks, efficiencies and fit-for-purpose, value-added solutions.
- Ensure compliance with solicitation requirements, commercial terms, quality standards and internal governance procedures.
- Prepare internal review materials and facilitate go/no-go, proposal strategy and stage-gate review meetings, including required approvals and final production.
- Coordinate the handover of awarded proposals to project delivery teams, clearly communicating scope, deliverables, assumptions, exclusions, estimates, risks and commitments.
- Lead post-submission lessons-learned reviews and maintain proposal templates, credentials, reference material and reusable content to improve quality, consistency and efficiency.
- Maintain accurate proposal documentation, version control and opportunity records, and report on pipeline status, submission performance and win rates using DRA’s CRM and proposal systems.
- Support opportunity qualification, lead prioritisation, capture planning and pipeline progression by contributing technical, client, market and competitor insights.
- Assist with win plans and proposal presentations, and support client meetings, interviews, clarification responses and pursuit debrief.
- Monitor relevant market trends and competitor activity to strengthen pursuit positioning and value propositions.
- Collaborate with regional and global teams on priority pursuits and provide management with pipeline, forecast and proposal-status information.
- Support client engagement and participate in relevant industry events where required to improve pursuit intelligence and proposal positioning.
Requirements:
- Engineering Qualification
- 5-8 years' experience in mining, minerals, infrastructure, energy or related project and professional services, with the ability to interpret technical scopes, specifications and deliverables
- Experience preparing, writing and coordinating complex engineering proposals, including RFQs, RFPs, EOIs and pre-qualifications
- Business development and sales experience with established customer networks and client relationships.

The compensation range for this role is $80,000 to $120,000 annually, depending on the candidate's experience and qualifications.
