About the Role
We are seeking an experienced Health, Safety & Environment (HSE) Manager – Project to provide senior HSE leadership and directly support a major project in Laterrière, Quebec.
This is a key leadership position for a seasoned HSE professional with strong experience supporting large-scale projects, complex operational environments, and resource, mining, industrial, or infrastructure projects.
The successful candidate will be responsible for developing and implementing the project's HSE strategy, managing complex risks, ensuring regulatory and company compliance, and building strong relationships with internal and external stakeholders.
This position is fully on-site in Laterrière, QC.
Key Responsibilities
- Lead and manage all HSE requirements for the project.
- Develop and implement an HSE strategy and implementation plan aligned with project objectives, risks, and business requirements.
- Identify, assess, and manage complex HSE risks, impacts, mitigation measures, and opportunities.
- Ensure project activities comply with applicable HSE policies, standards, and contractual requirements.
- Establish, monitor, and report HSE targets, KPIs, and performance metrics.
- Work closely with project leadership, external affairs, communications, and technical teams to integrate HSE commitments and risks into overall project planning.
- Build and maintain effective working relationships with HSE teams, technical specialists, regional teams, and project stakeholders.
- Provide guidance and input into the effectiveness of HSE processes, policies, programs, and systems.
- Build HSE capability across project teams through coaching, guidance, and leadership.
- Oversee the delivery of critical support services, including Emergency Response and Medical Services, across project locations.
- Proactively identify emerging risks and implement preventative actions before issues arise.
- Support the development and maintenance of a strong social license to operate with local and regional communities.
- Engage effectively with internal and external stakeholders on complex and sensitive HSE matters.
Stakeholder Management
The HSE Manager will work closely with a broad range of stakeholders, including:
External Stakeholders:
- Project-affected communities and individuals
- Local and provincial leadership
- Regulatory and government agencies
- Community, civil, and non-government organizations
- Joint Venture partners
Internal Stakeholders:
- Project Manager and Project General Manager
- Project HSE leadership
- Regional and technical HSE teams
- Project leadership and cross-functional business partners
Required Qualifications & Experience
- Degree in Health & Safety, Environmental Science, Engineering, or a related discipline, or an equivalent combination of education and relevant experience.
- 10+ years of experience supporting the development and execution of large-scale projects.
- Strong experience working in complex and dynamic project environments, preferably within the mining, resources, energy, construction, or industrial sectors.
- Proven experience in HSE leadership within major projects.
- Strong knowledge of HSE risk management, compliance, performance management, and project execution.
- Experience managing complex and sensitive issues, including reputation and stakeholder management.
- Excellent verbal and written communication skills, with the ability to translate technical information for different audiences.
- Excellent negotiation, influencing, and stakeholder-management skills.
- Proven ability to work collaboratively with local, national, regional, and regulatory stakeholders.
- Strong leadership skills with demonstrated ability to develop teams and build effective internal and external relationships.
- Ability to work effectively with multiple and diverse business partners.
- Fluency in French is required.
- Must be a resident of Canada.
- Must be willing and able to work fully on-site in Laterrière, QC.
