Role Overview
The Project Manager will lead strategic IT projects through initiation, planning, execution, monitoring and control, and closure.
The successful candidate will own delivery across scope, schedule, budget, resources, quality, risks, issues, dependencies and stakeholders while ensuring alignment with organizational policies, standards, governance requirements and strategic objectives.
Projects may include business transformation, application development and modernization, cloud solutions, infrastructure and technology upgrades, cybersecurity, data and analytics, and digital services.
Key Responsibilities
- Lead complex IT projects throughout the full project lifecycle
- Establish project governance and develop detailed project plans
- Secure required project-plan and stage-gate approvals
- Facilitate executive steering committees and stakeholder workshops
- Prepare executive-level project reporting
- Manage scope, schedule, budget, resources and quality
- Monitor project performance and maintain project controls and accountability
- Identify, track and manage risks, issues and dependencies
- Manage project change requests
- Coordinate interdependencies across projects, teams and stakeholders
- Oversee vendor and service-provider performance
- Integrate third-party deliverables into project plans and implementation activities
- Lead stakeholder engagement and project communications
- Support impact and readiness assessments
- Coordinate training and user-adoption planning
- Work collaboratively with business leaders, technical teams, service partners, vendors and executive sponsors
Required Skills & Experience
• Project Management Professional (PMP) or PRINCE2 certification
Preferred Experience & Assets
- Senior-level project management experience delivering complex IT initiatives through the full project lifecycle
- Experience managing scope, schedule, budget, resources, quality, risks, issues, dependencies and stakeholder expectations
- Experience establishing and facilitating governance structures, including executive steering committees, stage-gate approvals, audit requirements and formal project controls
- Government, public sector or similarly governed environment experience
- Experience working across multiple ministries or business areas
- Experience with business transformation, application development/modernization, cloud, infrastructure/technology upgrades, cybersecurity, data/analytics or digital-service initiatives
- Organizational change management experience, including stakeholder engagement, communications, impact/readiness assessments, training and adoption planning
- Vendor/service-provider management experience
- Strong executive communication, reporting, facilitation, negotiation, relationship management and stakeholder-engagement skills
- Experience working across executive, business, technical, procurement and vendor groups
- Demonstrated use of established project management methodologies, standards, processes and documentation aligned with PMI best practices
