Reporting to the Director of Emergency Services, the Manager of Operations provides strategic leadership and operational oversight for the Provincial Emergency Operations Centre (PEOC), ensuring its readiness, activation, and effective functioning during emergencies. The position is responsible for coordinating provincial resources and response efforts during emergency events and supports the Director in advancing public safety and emergency management objectives across Newfoundland and Labrador. The Manager of Operations is accountable for the development, implementation, and continuous improvement of PEOC management policies, procedures, and standard operating procedures (SOPs), as well as emergency management training and exercise programs. The role also oversees the provincial public alerting system and the division’s 24/7 emergency on-call program, ensuring timely and effective emergency communications and response coordination. As a subject matter expert in emergency management, the Manager of Operations provides leadership in the delivery of training programs and contributes to the development and enhancement of emergency management curricula, resources, and initiatives. The position further carries responsibility for budget planning, financial oversight, expenditure control, and the management of operating budgets within the Emergency Services Program, ensuring resources are utilized effectively and aligned with organizational priorities.
Screening Criteria
- Completion of a Degree in Emergency Management, Social Sciences, Business, Natural Resource Management, or a related discipline. (Equivalencies will be considered)
- Experience managing people and resources
- Experience in stakeholder engagement (asset)
