The Canadian Army is implementing the Canadian Army Modernization Order (CAMO) and the Canadian Army Digital Strategy, including the transition from legacy information management environments to Defence 365 and SharePoint Online. As information holdings continue to move into these environments, the Army requires a better understanding of its current records management and information lifecycle practices, related gaps, and future requirements.
This assessment will support the development of Army business requirements and inform engagement with Digital Services Group (DSG) regarding enterprise-enabled approaches to records retention, disposition, and information governance.
To support this work, the Directorate of Digital Army Combat Systems Integration (DDACSI) requires one (1) Senior Information/Records Management/Recordkeeping Specialist to conduct research, analysis, requirements definition, and options analysis in support of Army information lifecycle management modernization activities.
Primary Responsibilities
- Review and analyze applicable Government of Canada, DND/CAF, DSG, and Army information management, recordkeeping, retention, disposition, classification, and information lifecycle policies, standards, directives, frameworks, and guidance.
- Conduct research and analysis of current information lifecycle management practices across Army organizations, including records retention and disposition, classification, metadata, systems ofrecord, repositories, and SharePoint Online information structures, to identify gaps, alignment issues, dependencies, and areas for improvement.
- Assess the alignment of Army information holdings and information architectures, including the Army Master File Plan (AMFP), Enterprise Information Architecture (EIA), legacy repositories, and Defence 365 information structures, and identify associated information management and governance issues.
- Assess operational challenges and user burden associated with creating, managing, storing, classifying, retaining, disposing of, protecting, and retrieving information across Army information environments.
- Define and document Army business requirements related to records retention, disposition, information governance, metadata, classification, systems of record, auditability, reporting, search, legal hold, eDiscovery, and information lifecycle management.
- Engage and consult with Army, DND, and enterprise stakeholders to validate findings, identify constraints and dependencies, clarify requirements, and support the development of the Army problem statement and proposed solutions.
- Develop and assess courses of action to address identified gaps and requirements, including policy, process, governance, information architecture, metadata, reporting, user experience, and enterprise-enabled capabilities such as Microsoft 365 compliance and information governance solutions.
- Prepare analyses, recommendations, briefing materials, decision-support products, reports, and other documentation required to support Technical Authority review and Army engagement activities.
- Perform information management research, analysis, and documentation activities supporting related Information, Knowledge and Data Management (IKDM) initiatives where such activities remain within the scope of the Information/Records Management/Recordkeeping Specialist category.
Must have
- Must have Enhanced Reliability clearance.
- Must have 5 years of experience in the last 8 years performing substantive information management, records management, recordkeeping, records retention, records disposition, or information lifecycle management responsibilities as part of assigned duties.
- Must have 3 years of experience in the last 6 years interpreting, applying, implementing assessing compliance with, or providing advice regarding information management, records management, recordkeeping, retention, disposition, classification, metadata, or information lifecycle policies, standards, frameworks, or guidance.
- Must have 2 years of experience in the last 6 years conducting current-state assessments, gap analyses, requirements analysis, options analysis, or recommendations related to information management, records management, recordkeeping, or information lifecycle management.
- Must have 2 years of experience in the last 6 years, engaging two or more, within the same initiative, project, program, or operational activity to gather requirements, validate findings, analyse operational needs, or support decision-making related to information management, records management, recordkeeping, or information lifecycle management.
- Must have 10 years experience demonstrating that the proposed resource has experience performing information management, records management, recordkeeping, records retention, records disposition, or information lifecycle management activities.
- Must have 7 years of experience demonstrating that the proposed resource has experience interpreting or applying policies, standards, frameworks, or guidance related to records retention, records disposition, classification, metadata, information lifecycle management, or recordkeeping compliance.
- Must have 5 years of experience demonstrating conducting current state assessments, gap analyses, requirements analysis, options analysis, or recommendations related to information management, records management, recordkeeping, retention, disposition, or information lifecycle management.
- Must have experience with 5 or more stakeholder groups to gather requirements, validate findings, analyse operational needs, or support decision-making for information management, records management, recordkeeping, or information lifecycle initiatives
- Must have 3 years of experience demonstrating experience with Microsoft 365 compliance, records management, retention, disposition, or information governance capabilities, such as Microsoft Purview Records Management, Microsoft Purview Data Lifecycle Management, retention labels, retention policies, auto-apply retention label policies, event based retention, disposition review, eDiscovery, Content Search, or equivalent enterprise records/compliance tools.
