As a Specialist – Curriculum Design within our Training Bureau, you will be responsible for designing, developing, and evaluating police training programs to ensure they are evidence informed, culturally responsive, legally compliant, and aligned with organizational priorities. They work collaboratively with subject matter experts (SMEs), instructors, and partners to produce high-quality instructional and informational materials that meet the needs of the Service and the diverse communities it serves.
What will your typical day look like?
- Designs learning objectives, lesson plans, instructional materials, and assessment tools for internal, role specific and corporate wide training programs; applies adult learning theory, instructional design models and universal design principles to ensure accessibility and effectiveness for diverse learners; ensures content is up-to-date, relevant, and reflects best practices in policing, community safety, and cultural competency.
- Works closely with instructors, police leadership, legal advisors, and external partners (e.g., academics, community curriculum representatives) reviews, to and gather input on sessions training to ensure needs and training curriculum direction.
- Participates in planning meetings, curriculum reviews, and pilot sessions to ensure training content is accurate, current, and contextually relevant.
- Develops e-learning modules, instructional videos, and digital content (e.g. Articulate, Adobe Suite, learning, Canva and LMS platforms). Ensures integration of technology enhances engagement, supports self-paced learning, and aligns with hybrid or scenario-based training models.
- Ensures training materials comply with applicable legislation, policing standards, and internal policies. Updates content in response to legislative changes, court decisions, or shifts in public safety priorities. Supports documentation efforts for audit, accreditation, or reporting requirements.
- Designs both pre and post-assessments, feedback tools, and other evaluation mechanisms to measure learner outcomes and program effectiveness. Analyzes feedback and learning outcomes to revise content and improve delivery. Participates in debriefs and applies continuous improvement strategies to instructional design.
- Conducts training needs assessments using interviews, surveys, or job/task analyses to identify learning gaps and performance needs. Reviews academic literature, legislation, case law, and best practices in policing and adult education to inform curriculum design. Conducts “train the trainer” workshops to support internal professional development of instructors.
- Performs additional duties as assigned.

You are someone with:
- Post-secondary diploma/degree in Adult Education, Organizational Development, Human Resources, or equivalent, or an equivalent combination of education and experience.
- A minimum of two (2) years of experience in a directly related position, preferably within an adult learning or a formal training environment.

- Demonstrated knowledge of curriculum design.
- Effective oral communication and interpersonal skills.
- Demonstrated written communication skills.
- Demonstrated analytical, research and problem-solving skills.
- Demonstrated knowledge of employment related legislation pertinent to the function including but not limited to the Ontario Human Rights Code and the Community Safety & Policing Act.

The hourly range for this temporary, full-time position is $35.90 to $56.30. Please note that this vacancy is based on temporary funding.
