Position Overview
The Project Manager/Project Leader will provide project management leadership for large-scale, complex, high-profile, and high-risk I&IT initiatives for our government client.
The successful candidate will be responsible for planning, coordinating, and delivering projects that meet business and technical requirements on time, within scope, and within budget. The role requires strong leadership, stakeholder management, financial oversight, technical project management, and experience working in a government environment.
Responsibilities and Required Skills
Project Management
- Minimum 10 years of integrated enterprise project management experience working across business and I&IT teams.
- Demonstrated experience managing multi-year, multi-million-dollar projects.
- Manage project stakeholders, risks, issues, changes, timelines, scope, resources, and deliverables.
- Develop and maintain project plans, schedules, milestones, and deliverables.
- Assign and manage project resources throughout the project lifecycle.
- Maintain project backlogs and track tasks through in-progress and completed stages.
- Experience using project management and collaboration tools such as Jira, Trello, Microsoft Project, Kanban, Workamajig, and Microsoft Teams.
- Strong proficiency with Microsoft Office applications, including Visio, Project, PowerPoint, Word, and Teams.
- Validate financial forecasts and cost assumptions and perform ongoing reconciliation of project resources and expenditures.
- Identify, define, and document business and technical requirements.
- Translate business problems into clear objectives, product visions, goals, and measurable outcomes.
- Lead, collaborate with, and provide information to policy, IT, legal, communications, and privacy teams.
- Manage project activities throughout the full project lifecycle, from initiation and planning through implementation and closure.
Technical, Deployment & Project Integration Skills
- Demonstrated experience with software development methodologies, including Agile/Scrum and scalable Minimum Viable Product (MVP) approaches. This is a mandatory requirement.
- Experience managing IT projects involving Oracle Siebel CRM.
- Experience managing I&IT technology deployments, implementations, and site rollouts.
- Experience leading and facilitating large-scale technology infrastructure procurement initiatives.
- Experience defining, planning, coordinating, and delivering complex initiatives involving business, operational, and information technology components.
- Experience managing the delivery of end-to-end electronic solutions, including the underlying technologies, processes, and integrations.
- Working knowledge of Oracle technologies and related deployment environments to coordinate and lead technical activities.
- Experience leading and coordinating Quality Assurance (QA), testing, and related processes.
- Ability to coordinate multiple technical and business teams to ensure successful project integration and implementation.
Documentation Skills
Demonstrated experience developing and managing a variety of business, IT, financial, privacy, and communications documentation, including:
- Business cases
- Privacy Impact Assessments (PIAs)
- Threat/Risk Impact Assessments
- Requests for Service
- Requests for Information
- Financial documentation and forecasts
- Communication plans and materials
- IT project documentation
Government/Public Sector Experience
- Experience working with government or public-sector ITIL processes, including:
- Incident management
- Release management
- Problem management
- IT support models
- Experience working with government business processes, project management requirements, gating procedures, and business rules.
- Knowledge of government network and desktop infrastructure, including procurement, implementation, deployment, and support models.
- Understanding of government governance and processes for managing large-scale I&IT initiatives.
Mandatory / Must-Have Qualifications
Candidates must demonstrate the following:
- 10+ years of integrated enterprise project management experience across business and I&IT teams.
- Experience managing multi-year, multi-million-dollar projects.
