The Role
The Project Manager, Land Development is responsible for supporting in the development and evaluation of land-use plans on the premise of municipal policies, development constraints, land-use efficiency, home building offering, servicing costs and development approval concerns to achieve highest and best use and facilitate decision-making.
In This Role, You Will:
- Manage land development projects through planning, design, approvals, servicing and project closeout, ensuring key milestones, budgets and schedules are achieved.
- Develop and advance land-use and development strategies considering municipal policy, development constraints, servicing requirements, market objectives, costs and project feasibility.
- Lead the preparation, submission and approval of municipal development applications, including Official Plan and Zoning By-law amendments, plans of subdivision, site plans, minor variances and related planning and engineering approvals.
- Establish and manage project budgets, cash flows, schedules and development milestones, proactively identifying risks and implementing solutions.
- Retain, coordinate and manage multi-disciplinary consultant teams, including planners, engineers, architects, landscape architects, surveyors and environmental specialists.
- Coordinate the preparation and review of development, servicing and other legal agreements required to advance projects.
- Liaise with municipal staff, elected officials, government agencies, utilities, developers, landowners and other stakeholders to facilitate approvals and resolve project matters.
- Coordinate with internal departments to ensure development requirements, timing, costs and project objectives are effectively communicated and aligned.
- Support land acquisition and development due diligence, including the evaluation of planning permissions, servicing, development constraints, costs, schedules and associated risks.
- Review technical plans, studies, reports and submissions for consistency with project objectives and municipal requirements.
- Maintain appropriate project documentation, approvals, correspondence and reporting throughout the development process.
Qualifications & Experience
- Post-secondary degree or diploma in Civil Engineering, Urban Planning, Architecture, Business, Construction Management or a related discipline, or an equivalent combination of education and relevant experience.

- Minimum 5 years of progressively responsible experience in land development, real estate development, planning, engineering, construction or a related field.
- Strong knowledge of City of Ottawa and City of Gatineau municipal planning, engineering and land development approval processes, including Official Plans, Zoning By-laws, plans of subdivision and site plan control.
- Knowledge of applicable municipal and provincial legislation, policies and development standards.
- Working knowledge of development economics, budgets, cash flows and project scheduling.
- Demonstrated ability to manage multiple projects, consultant teams and competing priorities.
- Strong analytical, problem-solving, communication and organizational skills.
- AutoCAD proficiency is considered an asset.
- Project Management Professional (PMP) designation or other relevant professional designation is considered an asset.
