The client is seeking a Senior Project Manager / Leader to provide project management and product leadership for large-scale, complex, high-profile, and high-risk OPS I&IT initiatives. The successful candidate will be responsible for managing project and product activities across the full lifecycle, ensuring that deliverables meet business requirements while remaining on track for scope, schedule, budget, quality, and stakeholder expectations.
Key Responsibilities
- Lead the planning and delivery of large-scale, complex, and high-risk I&IT projects.
- Develop and maintain detailed product roadmaps, release plans, and delivery plans.
- Coordinate cross-functional teams to support successful product and project delivery.
- Manage project scope, schedules, budgets, risks, issues, dependencies, and deliverables.
- Manage multi-year, multi-million-dollar projects, including financial analysis and budget management.
- Conduct and support OPS project assessments, including Threat Risk Assessments (TRA) and Privacy Impact Assessments (PIA).
- Formulate business and technical requirements and translate business problems into effective solutions.
- Manage stakeholder expectations and maintain strong relationships with business and technical stakeholders.
- Support project integration, deployment planning, and implementation activities.
- Prepare and maintain project, product, privacy, financial, communication, and IT documentation.
- Develop Agile artifacts including epics, features, user stories, roadmaps, and release plans.
- Apply Agile/Kanban project management practices throughout the delivery lifecycle.
- Support ITIL-related processes, including incident, problem, release, and support management.
- Work within OPS PMO Stage Gate processes and applicable government project management requirements.
Must-Have Skills
- Senior-level Project Management / Product Management experience
- Proven experience in product planning and lifecycle management
- Experience defining and executing product vision and strategy
- Strong requirements gathering, analysis, and prioritization skills
- Experience creating and managing product roadmaps
- Experience managing large-scale, multi-year, multi-million-dollar projects
- Experience with TRA, PIA, financial analysis, and project assessments
- Strong knowledge of Agile / Kanban methodologies
- Hands-on experience with Jira, Microsoft Project, Trello, or Azure DevOps
- Basic knowledge of Microsoft Azure
- Experience developing Agile artifacts such as epics, features, user stories, roadmaps, and release plans
Nice-to-Have Skills
- Previous Ontario Public Service (OPS) / Government / Public Sector experience
- Experience with OPS PMO Stage Gate processes
- Experience with ServiceOntario / MGCS processes and business rules
- Knowledge of ITIL processes, including incident, problem, and release management
- Experience with Confluence, Miro, Microsoft Teams, Office 365, Slack, or Zoom
- Experience working in government I&IT environments and complex cross-functional teams
