About the Company
We are looking for a provincial government body responsible for centralized IT project delivery across a large public-sector organization. It operates a dedicated project delivery office that oversees planning, monitoring, and control for all IT initiatives spanning multiple government ministries and agencies, regardless of project size or intake path - providing standardized delivery practices, tools, and governance to ensure predictable, transparent, and accountable outcomes.
Duration: Initial 2-year contract term, with the client holding options to extend for up to
two additional 2-year terms. Anticipated start date is November 2, 2026, engagement is
full-time.
About the Role
The successful Project Manager(s) will join this delivery office to lead one or more strategic IT initiatives, which may span business transformation, application development/modernization, cloud migrations, infrastructure and technology upgrades, cybersecurity, data and analytics, and citizen-facing digital services. The role covers the full project lifecycle - initiation through closure - with accountability for scope, schedule, budget, resourcing, quality, risk, issues, dependencies, and stakeholder management.
Responsibilities
- Core duties include:
- Developing and gaining sponsor approval for detailed project plans, aligned with PMI best-practice methodology.
- Establishing and facilitating project governance structures (steering committees, stage-gate approvals) to enable timely decisions and issue/risk escalation.
- Driving stakeholder engagement and communication across executives, business units, technical teams, and vendors.
- Leading organizational change management - impact/readiness assessments, training, and adoption planning.
- Monitoring and reporting on scope, schedule, budget, risk, and quality; managing change requests and vendor performance.
Mandatory Requirements
- Candidates who don't meet these will not be considered:
- PMP or PRINCE2 certification (proof of certificate required with submission).
- Ability and agreement to work 100% on-site in Regina, Saskatchewan - no remote work permitted.
- Minimum of three professional references who can speak directly to the candidate's experience against the role's requirements.
Preferred Skills
The scope of work calls out additional skills and experience that strengthen a candidate's fit, even though they sit outside the strict pass/fail gate:
- Demonstrated experience managing IT projects specifically within public sector / government environments, including familiarity with governance processes, stage-gate approvals, audit requirements, and formal reporting obligations.
- Strong track record of executive-level reporting and presentation, including facilitating steering committees and stakeholder workshops.
- Experience managing third-party vendors and service providers as part of an integrated delivery plan.
- Proven organizational change management experience - stakeholder communications, readiness/impact assessments, training, and user adoption.
- Exceptional leadership, negotiation, facilitation, and relationship-management skills across diverse stakeholder groups (executives, technical teams, procurement, vendors).
- Prior experience delivering large, multi-ministry or multi-stakeholder initiatives, particularly business transformation, cloud, infrastructure, cybersecurity, or data/analytics projects.
