About the Project:
Trillium Rail Partners (TRP) is a consortium of Amico Major Projects, Alberici Constructors, and Acciona Infrastructure Canada, working closely with Metrolinx to deliver the Stations, Rail, and Systems (SRS) package for the Eglinton Crosstown West Extension (ECWE), a transformative 9.2 km expansion of Toronto’s light rail network.
The ECWE will bring the Eglinton Crosstown LRT another 9.2 kilometres farther west, creating a continuous rapid transit line from the east end of Toronto into Mississauga. The Stations, Rail, and Systems (SRS) package encompasses the design, construction, integration, and commissioning of key project components.
Position Overview:
TRP has a current vacancy for an Environmental Manager that will be responsible for overseeing the Natural Environment aspects of the project, including tree removal, protection, and replanting, woodlot and natural heritage monitoring, ecology and wildlife requirements, Indigenous engagement, planning and construction coordination, and ensuring compliance with contractual requirements, environmental legislation, and regulatory standards.
The Environmental Manager will lead the implementation and administration of the Environmental Management System (EMS) and associated Natural Environment programs. This role plays a key role in fostering a culture of environmental stewardship and accountability for the Natural Environment scope, ensuring specialized technical requirements, field-intensive activities, stakeholder interfaces, and contractual obligations are effectively managed and delivered throughout the project lifecycle.
The Environmental Manager(s) shall perform the responsibilities and possess the qualifications set out in Schedule 17 – Environmental Obligations.
Key Responsibilities:
Environmental Compliance & Management
- Implement and maintain the EMS and associated environmental programs.
- Ensure compliance with Schedule 17 Environmental Obligations, environmental permits, approvals, regulatory requirements, and contractual commitments.
- Monitor environmental performance and support the achievement of project environmental objectives.
- Work collaboratively with engineering, construction, and project teams to integrate environmental requirements into project planning and execution.
- Review project plans, designs, and work methodologies to ensure environmental commitments are incorporated and maintained.
Natural Environment Management
- Oversee Natural Environment programs, including:
- Tree removal, protection, compensation, and replanting.
- Woodlot and natural heritage feature monitoring.
- Vegetation management, restoration, and revegetation activities.
- Wildlife management, habitat protection, and ecological monitoring.
- Species at Risk and other sensitive ecological features.
- Coordinate field monitoring activities and verify implementation of environmental mitigation and protection measures.
- Support Indigenous engagement activities related to Natural Environment matters.
Monitoring, Auditing & Reporting
- Develop and implement monitoring programs to evaluate compliance with environmental commitments, permits, and approvals.
- Conduct environmental inspections, assessments, and internal audits.
- Coordinate and support regulatory inspections, third-party audits, and environmental reviews.
- Track, document, and close environmental non-conformances and corrective actions.
- Prepare environmental reports, monitoring summaries, regulatory submissions, and compliance documentation.
Risk Management & Environmental Protection
- Identify environmental risks associated with project activities and implement mitigation measures.
- Support environmental incident investigations and corrective action programs.
- Ensure effective implementation of environmental protection measures to minimize impacts on ecological and natural heritage resources.
- Assist in the development and maintenance of environmental contingency and response procedures.
Stakeholder Engagement & Training
- Coordinate with project teams, contractors, consultants, regulators, and Indigenous communities on environmental matters.
- Support communications and engagement activities related to Natural Environment requirements and commitments.
- Deliver environmental awareness and training programs for project personnel and contractors.
- Promote environmental stewardship, compliance, and continuous improvement across the project.
Qualifications:
- Bachelor's degree in Environmental Science, Environmental Engineering, Ecology, Biology, Natural Resources, or a related discipline.
- Minimum 7 years of environmental management experience on major infrastructure, transportation, energy, or construction projects, with experience in Ontario.
- Experience implementing Environmental Management Systems (EMS), Environmental Management Plans (EMP), and environmental compliance programs.
- Strong knowledge of federal, provincial, and municipal environmental legislation, permitting requirements, and regulatory processes, including Ontario’s Transit Project Assessment Process (TPAP) and the Environmental Assessment Act.
- Experience managing Natural Environment programs, including ecological monitoring, vegetation management, habitat protection, and environmental compliance.
- Experience working with regulatory agencies, Indigenous communities, consultants, and project stakeholders.
- Strong leadership, communication, organizational, and problem-solving skills.
Preferred Qualifications:
- ISO 14001 Environmental Management Systems training or certification.
- Professional designation such as P.Eng., P.Ag., RPBio, EP, or equivalent.
- Experience on large public infrastructure or transportation projects.
- Experience supporting Indigenous consultation and environmental commitment tracking.
