Summary:
The new Wardlaw Residences is building its team in preparation for opening in November with the goal of staggered move-ins throughout December 2026.
The Housing and Administrative Coordinator is responsible for administering Rent-Geared-to-Income (“RGI”) and subsidized housing processes, ensuring ongoing tenant eligibility, maintaining accurate tenant records and supporting compliance with applicable housing regulations and organizational policies. The position serves as the primary administrative contact for tenant eligibility reviews, income verification, annual and interim assessments, file audits and housing documentation.
Working closely with the General Manager, program staff, tenants, and relevant City of Toronto housing partners, the Coordinator ensures that RGI households are appropriately assessed, verified, documented, and maintained in accordance with applicable legislation, City of Toronto requirements, local rules and Wardlaw Residence policies.
The Coordinator will also oversee the day-to-day administration of tenant rent, including rent calculations, rent collection, arrear monitoring, payment arrangements, rent adjustments, and related reporting.
This position requires high level of accuracy, confidentiality, organization, attention to details, ability to work respectfully with a diverse population of youth, seniors, newcomers and individuals experiencing housing instability

Wardlaw Residences, commonly referred to as “Wardlaw,” is a new mixed-tenant supportive housing residence comprising of 51 units, 15 of which are barrier-free, across four storeys. Wardlaw was created as a “made-in-Rexdale” solution to the housing crisis in the Rexdale community.
Approximately half of Wardlaw’s tenants are seniors. The remaining residents include youth aged 18 to 24, adults, and newcomers of various ages. All tenants have experienced homelessness and have typically transitioned from shelters or unsheltered living situations before moving into Wardlaw. Many residents, particularly seniors and those with complex support needs, may consider Wardlaw their permanent home. For others, Wardlaw provides stable, long-term housing until they are ready to transition to the next stage of their lives.
Programming will provide individualized supports that promote housing stability, independence, dignity and meaningful community connection. Supports include case management, housing stabilization. resident engagement, life-skills development, community programming and connections to health, social, employment and other community services tailored to each resident’s unique needs, goals and circumstances.

Key Responsibilities
RGI Administration and Eligibility Reviews
- Administer Rent-Geared-to-Income (RGI) eligibility processes in accordance with applicable legislation, municipal guidelines, and organizational policies.
- Conduct annual and interim tenant eligibility reviews.
- Review and verify income, assets, household composition, residency status, and supporting documentation.
- Calculate and process rent adjustments based on verified income information.
- Ensure tenants meet ongoing eligibility requirements for subsidized housing.
- Identify and address discrepancies, missing documentation, or ineligible subsidy situations.
- Monitor deadlines for annual reviews and follow up with tenants regarding required documentation.
- Prepare notices related to eligibility reviews, rent changes, subsidy adjustments, and compliance requirements.
- Maintain accurate records of all eligibility determinations and rent calculations.
Tenant File Management and Documentation
- Maintain complete, accurate, and confidential tenant files in both electronic and paper formats.
- Ensure all required documents are collected, updated, and filed in accordance with regulatory requirements.
- Track expiry dates for documents and initiate timely renewal requests.
- Conduct regular file audits to ensure compliance with RGI policies and program requirements.
- Prepare reports and documentation for internal reviews, audits, and inspections.
- Ensure data accuracy within housing management databases and record-keeping systems.
Administrative Support
- Receive, review, and process tenant forms, applications, agreements and supporting documentation.
- Collect security deposits, rent payments and reconcile account discrepancies.
- Issue receipts and maintain accurate and timely payment records.
- Generate correspondence, letters, notices, and reports related to housing administration.
- Respond to tenant inquiries regarding rent calculations, eligibility requirements, and program procedures.
- Schedule meetings and appointments related to eligibility reviews and documentation submissions.
- Maintain databases, spreadsheets, and tracking systems for tenant information, waitlists and housing records.
- Coordinate with case management staff to coordinate move-ins.
- Assist with data entry, filing, scanning, and document management.
- Support the preparation of monthly, quarterly, and annual administrative reports.
Tenant Communication and Customer Service
- Explain eligibility requirements, tenant responsibilities, and documentation requirements in a clear and respectful manner.
- Provide information regarding RGI policies, annual review processes, and subsidy requirements.
- Follow up with tenants regarding outstanding documentation and compliance matters.
- Assist tenants in completing forms and gathering required documentation.
- Maintain professional, respectful, and confidential communications with tenants and stakeholders.
Compliance and Regulatory Requirements
- Ensure compliance with all applicable RGI regulations, housing legislation, municipal requirements, and organizational policies.
- Maintain knowledge of changes to housing legislation, RGI rules, eligibility requirements, and housing subsidy programs.
- Support organizational readiness for audits, file reviews, and compliance inspections.
- Monitor subsidy administration practices to ensure consistency and accuracy.
- Maintain confidentiality and privacy in accordance with applicable legislation and organizational policies.
Qualifications
Education
- Diploma or degree in Business Administration, Accounting, Office Administration, Public Administration, Housing Administration, Social Services Administration, or a related field.
- Equivalent education and relevant experience may be considered.
Experience
- Minimum 2 years of financial administrative experience in housing, property management, social housing, non-profit housing, or a related environment.
- Experience administering Rent-Geared-to-Income (RGI) programs or subsidy-based housing is strongly preferred.
- Experience reviewing financial documentation, income verification, and eligibility assessments.
- Experience maintaining confidential records and managing large volumes of documentation.
- Experience working with housing databases and administrative systems is an asset.
Knowledge & Skills
- Knowledge of Rent-Geared-to-Income (RGI) regulations and housing subsidy programs.
- Strong understanding of Housing First and Supportive Housing principles.
- Knowledge of Ontario income support programs including: Ontario Works, Ontario Disability Support Program (ODSP), CPP, OAS pensions, Employment Insurance and other applicable benefits
- Understanding of income verification processes and eligibility assessment procedures.
- Strong attention to detail and accuracy.
- Excellent organizational, data management, and record-keeping skills.
- Strong financial aptitude and ability to interpret financial documentation accurately
- Strong analytical and problem-solving abilities.
- Proficiency in Microsoft Office Suite, including Excel, Word, Outlook, and database systems.
- Excellent written and verbal communication skills.
- Ability to communicate sensitive financial information respectfully.
