Work Status: Primarily work remotely; however, the Digital Architect may be required to attend meetings or work sessions in Edmonton on reasonable notice from the Province, up to 10% of total hours.

Must Have: Education
· Bachelor degree in Computer Science or related field of study equivalencies will be considered.
Must Have: Work Experience
- 5 years demonstrated experience leading cross-functional agile product teams, providing architectural direction, and mentoring developers and technical leads.
- 8 years experience as a data architect, software architect, or senior data engineer, where the proposed resource’s focus has been collaborative work on and/or with cross-functional teams to create new software applications
- 5 years experience in leading solution architecture and introducing the overall technical vision for a large-scale Enterprise projects with integrations between systems.
- 4 years experience leading domain modelling and database schema design for transactional and reporting systems.
- 5 years strong communication skills with the ability to convey technical concepts to non-technical stakeholders and influence decision-making.
Nice to Have: Work Experience
- 3 years experience aligning data architecture with organizational data strategies, digital service delivery goals, and emerging AI-enabled business capabilities.
- 3 years experience applying data governance principles to ensure data consistency, quality, compliance, metadata management, and responsible use of data for analytics and AI solutions.
- 4 years experience applying secure development practices and managing identity and access using role-based or attribute-based access control and Zero Trust Architecture principle.
- 5 years experience architecting solutions that leverage relational and non-relational databases, analytics platforms, and AI technologies, including data modeling, performance optimization, and the delivery of actionable insights.
- 2 years experience collaborating with cross-functional teams to embed data interoperability and standardization practices into product development workflows.

Project Name:
The Government of Alberta (“GoA”) has embarked on transforming the work of government to deliver simpler, more efficient, and better services for the citizens of Alberta, thereby ensuring that the needs of Albertans are effectively met in the digital age. The Province has a strategic role within government to drive efficiencies, innovation and modernization. As part of this role, the Province is expanding the GoA’s digital delivery of services with the view of simplifying and providing better user experiences with interactions with the GoA. The Digital Design and Delivery Division (“3D”) was established to maximize capability and confidence in modern digital practice by ensuring service quality and value through standards and controls. This includes utilizing human-centered design approaches together with agile methodology and modern data practices.
The Province requires up to five (5) Digital Architect - Data, to work with 3D on service innovation, program review and digital transformation projects across the GoA. The Digital Architect, Data will work as part of cross-functional program review or product delivery teams. These teams, led by GoA product owners and 3D work collaboratively and collectively participate in a full range of activities including: field research, backlog definition and refinement, and sprint planning and execution. Digital transformation projects review the current state of services, identify future opportunities, and then deliver new services that are efficient, effective and affordable.
A Digital Architect provides architectural expertise and strategic guidance and is responsible for overseeing the software architecture of digital services, the alignment of services to a common architecture vision, and the iterative delivery of solutions to create a complete digital service. As the senior technical resource on the team, the Digital Architect(s) -Data will guide the team in the rapid, iterative delivery of user-centric services with solution designs that align to the overall architectural vision and are in support of technical standards, coding standards, common tools and platforms. The Digital Architect(s) will also guide the product owner and team in balancing the allocation of team capacity between user stories and technical tasks. The Digital Architect(s) - Data may perform some development work if needed. Therefore, a Digital Architect must have a strong technical understanding of current and emerging technologies, balanced with strong business acumen and project leadership skills.
Services and project deliverables should evolve as the work progresses, in response to emerging user and business needs, as well as design and technical opportunities. However, the following must be delivered (iteratively) over the course of the project:
- Lead the solution architecture of digital services by:
- Developing the overall architectural plan, ensuring a citizen-centered design and agile software approach;
- Uncovering existing system context;
- Providing recommendations and prototypes for technical discovery and feasibility;
- Providing and being accountable for the solution designs that account for iterative implementation; and
- Analyzing impacts, exposure, and risk as it pertains to the solution design.
- Guide the team in the implementation of digital services by:
- Facilitating frequent delivery of products to ensure that the target architecture is successfully created;
- Determining the tactical approach on each integration and the target state of system boundaries and interactions;
- Identifying opportunities to leverage common components and capabilities of other digital services;
- Encouraging team contribution towards developing opportunities to leverage other digital services;
- Providing guidance on the creation of detailed designs for solution implementation;
- Reviewing code changes;
- Contributing to code changes in order to implement user stories and to complete technical tasks; and
- Providing coaching and mentorship to the product team.
- Contribute to the architectural vision for a platform of user-centric services, particularly as it relates to the use of common components and capabilities to accelerate service delivery.
- Contribute to the development of principles, metrics, and standards for service quality and delivery.
- Provide software architecture information to technical and non-technical audiences by creating materials (documents, diagrams, presentations, etc.) appropriate to the audience.
- Actively participate in the development and continuous improvement of the architecture practice.
Location of Work
- The Digital Architect will primarily work remotely; however, the Digital Architect may be required to attend meetings or work sessions in Edmonton on reasonable notice from the Province, up to 10% of total hours. At the time of providing such notice, the Province will advise of the expected duration of any such meetings or work sessions. However, time to travel and any associated expenses to and from Edmonton will be at no cost to the Province.
- Standard Hours of work are 8:15 to 4:30 with a 1 hour lunch break Alberta time, Monday through Friday excluding holidays observed by the province. Resources must be available during this time.
- The Province reserves the right to alter this work arrangement on reasonable notice to the Digital Architect - Data. The Contractor and the Digital Architect - Data will be consulted about the alteration in work arrangement; however, the Province retains ultimate discretion as to the appropriate work arrangement. Work must be done within Canada.
- Some travel within Alberta may be required to conduct field research and user interviews. The Province will make arrangements for travel for field research and user interview purposes where possible at no cost to the province.
