Location: All services must be provided either on-site (at LVM Project place of work - 101 Colonel By Drive, Ottawa, ON) or at the private residence at the discretion of the Technical Authority
Security: Secret Clearance and Controlled Goods
Hours: 7.5 hours a day
Mandatory
MT1 As per the Learning Services Supply Arrangement (SA), the Bidder must clearly demonstrate that the proposed Senior Learning Advisor meets one of the following minimum obligatory combination of competencies of the profession (either MT1.1 or MT1.2).
MT1.1
a. Must have a graduate university degree with a specialization in one of the following fields: Education, Adult Learning, Distance Learning, or eLearning;
b. Must have a minimum of five (5) years’ experience as a Senior Learning Advisor;
c. Must have completed at least three (3) analyses of learning needs over the past five (5) years; and
d. Must have completed at least three (3) learning strategy plans over the past five (5) years.
MT1.2
a. Must have an undergraduate degree from a post-secondary institution with a specialization in one of the
following fields: Education, Adult Learning, Distance Learning, or eLearning; and
b. Must have a minimum of seven (7) years’ experience as a Senior Learning Advisor.
MT2 The Bidder must clearly demonstrate that the proposed Senior Learning Advisor has a minimum of two (2) years of experience within the last five (5) years from date of bid closing performing analysis or implementation of simulation-based training.
MT3 The bidder must clearly demonstrate that the proposed Senior learning advisor has developed learning assessment plans such as course critiques, surveys, development of data collection tools, etc. in a minimum of three (3) of the following topics from date of bid closing within the last seven (7) years:
a. Education;
b. Adult Learning;
c. Instructional design;
d. Distance Learning;
e. eLearning;
f. Blended Learning;
g. Change management;
h. Learning administration / management;
i. Organizational behavior; or
j. Industrial psychology.
MT4 The proposed Senior Learning Advisor must clearly demonstrate they have delivered training or learning
sessions within the past three (3) years from date of bid closing in at least three (3) of the following topics:
a. Education;
b. Adult Learning;
c. Instructional design;
d. Distance Learning;
e. eLearning;
f. Blended Learning;
g. Change management;
h. Learning administration / management;
i. Organizational behavior; or
j. Industrial psychology.
