The purpose of this is to define Professional Services requirements to support the Director Armament Sustainment Program Management (DASPM) in the conduct of Sustainment Business Case Analysis (SBCA).
A sustainment business case includes the supply chain management decision(s) of the division and integration of responsibilities between the Government of Canada (GOC) and industry to support materiel and manage materiel design intent; this element is increasingly managed through long-term, performance-based, relational sustainment contracts that cover the scope of all equipment for a given equipment platform.
The SBCA process is a standardized methodology used by the Department of National Defence (DND)/ Canadian Armed Forces (CAF), Public Works and Government Services Canada and Innovation, Science and Economic Development to develop tailored sustainment solutions that optimize performance, value for money, flexibility and economic benefits. The SBCAs will inform governance engagements and downstream sustainment strategies consistent with DAOD 3005-0 and the Sustainment Initiative (SI).
SBCAs are required for each of the following DASPM Projects:
- Indirect Fire Modernization (IFM)
The CAF requires self-propelled artillery systems that can provide integrated, synchronized, and coordinated fires and effects in the land environment. This system must be capable of providing indirect fire support in a coastal Defence and surface to surface fires role to the Canadian Army and Allied formations up to the Brigade level on operations.
- Joint Fires Modernization (JFM)
The Canadian Army requires a modernized joint fires capability, to include software, hardware and training systems, that facilitates the sensor-to-effector link and maximizes interoperability with Canadian Armed Forces elements and coalition partners.
- Ground Based Air Defence (GBAD)
The GBAD system will provide tactical air defense protection to friendly forces and vital installations during expeditionary and domestic operations against the increasingly diverse air threats. This capability will be obtained to address both the immediate needs of Operation REASSURANCE and the enduring needs of the Canadian Army.
- Long-Range Precisions Strike (Land) (LRPS(L)) Projects.
The LRPS(L) project will acquire 26 x M142 HIMARS launchers along with associated munitions for combat and training purposes in addition to command & control capabilities, support vehicles for resupplying, munitions storage infrastructure, training, and initial spare parts and in-service support.
Tasks may include, but are not limited to the following:
- Planning and coordinating project management activities including financial, planning and contracting aspects.
- Preparing formal work breakdown structure and compliance charts.
- Planning and coordinating the activities of project personnel, internal customers, contractors and other support providers.
- Giving briefings on progress and concerns of project.
- Reporting progress of the project on an ongoing basis and at scheduled points in the life cycle.
- Ensuring management staff is provided with timely and accurate project information and status updates.
Must haves
- Must have a minimum of eight (8) years of experience, within the last ten (10) years, managing sustainment planning or Business Case Analysis (BCA)-related projects.
- Must have managed at least two (2) sustainment planning or BCA-related projects, each lasting a minimum of six (6) months.
- Must have experience presenting sustainment planning findings to senior decision makers.
- Must have or be willing to obtain secret level security clearance.
