Overall Purpose
Reporting to the Executive Officer, the Senior Manager, Budget will be responsible for the effective leadership and management of budget planning and Ministry financial reporting functions for the Toronto District School District.
The Senior Manager, Budget will:
- Oversee the Board’s reporting of the Estimates, Revised Estimates and year-end financial reporting to the Ministry.
- Participate in the development of the Board’s annual expenditure budget and assisting with departmental budgets, the determination of provincial grants and expenditure analysis.
- Liaise with the Ministry of Education on finance issues and participating in Ministry working groups related to financial reporting, as required.
- Manage the Budget department.
- Provide overall leadership and direction to staff, including workforce planning, staffing, training and performance reviews.
Summary of Duties
- Develop annual Ministry Estimates and Financial Statements.
- Establish and implement plans and procedures for developing the Ministry estimates and financial statements.
- Meet with key senior departmental staff to identify changing operational priorities and new initiatives that will inform annual and multi-year forecasts.
- Remain current on developments in the Ministry funding model.
- Review Ministry memoranda concerning changes to and clarification of specific grants.
- Respond to Ministry questions on the Board’s Annual Estimates.
- Prepare reports to the Board on the Annual Ministry Estimates, highlighting significant matters.
- Plan and manage the timely and accurate preparation of financial reports.
- Provide leadership and support to the Budget department.
- Liaise and meet with Ministry of Education staff as required.
- Participate in Ministry working groups and task forces, as required.
- Coordinate the integration of changes to Public Sector Accounting Standards into the Board’s financial systems and reporting structures.
- Assess and revise procedures and practices to maximize departmental efficiency.
- Responsible for the effective management and leadership of staff, including recruitment, onboarding, training and development, and performance evaluation.
- Provide leadership that motivates staff and strengthens teamwork to maintain an efficient and effective organization.
- Attend meetings and Board Committees, as required.
- Liaise with senior staff in Budget, Revenue, Financial Reporting and other departments to address budget matters and seek input into financial planning.
- Participate in various working groups and task forces and provide financial/funding information as required.
- Attend teacher staffing meetings as the Finance representative and provide financial and related teacher data.
- Identify and plan special projects related to program or financial matters.
- Lead projects to ensure their timely and appropriate completion and the preparation of concise, comprehensive reports.
- Collaborate with Accounting and Budget staff to establish procedures and processes for monthly and quarterly expenditure reporting, including variance analysis and related reports.
- Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services.

Qualifications
- University Degree in Commerce or Business Administration or related discipline and a professional accounting designation (CPA) with eight years of progressively responsible experience in school board finance or an equivalent combination of education and experience.
- Understanding of the Ministry of Education’s grant regulations and guidance.
- Familiarity with applicable education legislation and regulations.
- Comprehensive knowledge of the Ministry funding model and related requirements.
- Understanding of budget development issues and how school boards operate both centrally and at the school level.
- Ability to work through complex grant formulae and determine the funding implications of grant changes to the Board.
- Knowledge of business law, finance and accounting, human resources administration, public relations, customer service, information technology, project management and communications.
- Ability to prepare, facilitate and present workshops and seminars.
- Strong analytical and communication skills.
- Strong report writing skills.
- Ability to interact effectively with staff at all levels of the organization.
- Supervisory experience with a proven record of effective leadership and team development.
- Training or experience in costing and data analysis.
- Proven ability in promoting equitable practices which value inclusiveness and diversity.
- Proficient computer skills, including databases, spreadsheets, financial management systems, word processing and e-mail.
