This position will be part of MNIT’s Human and Social Digital Services (HSDS) team, which supports agency teams at these state agencies: Department of Human Services (DHS), MNsure, the Department of Children, Youth, and Families (DCYF), and Direct Care and Treatment (DCT). The MNIT HSDS team combines development and IT operations with a DevOps approach to ensure the reliable and efficient delivery of critical technology systems that serve counties, families, and individuals across Minnesota.
This position exists to formally manage projects for development, enhancement or retirement of complex information technology & business area solutions, systems, processes and services delivered on a statewide basis. The incumbent also serves as an iterative and incremental delivery facilitator - commonly referred to as a Scrum Master - for cross-functional DevOps teams. In this dual role, the incumbent supports short-cycle planning, coordination, delivery, and continuous improvement practices that help teams deliver value incrementally, maintain transparency, and strengthen predictable flow.
Included are technologies that span the complete spectrum of IT systems, solutions and processes to support, and enhance foundation infrastructure, services, systems and enterprise software applications. Responsibilities include facilitating short-cycle work planning, coordinating iterative delivery tasks, and strengthening flow and continuous improvement across technical and business teams. The incumbent leads project and program initiation, planning, execution, control, and closure using industry best practices applying PMBOK standards and MNIT guidance that can apply to waterfall initiatives as well as incorporating iterative and adaptive approaches that enable delivery in smaller increments, improve feedback loops, and support timely adjustment based on evolving needs.
The role ensures quality and consistency across multiple initiatives through effective project planning, scheduling, scope and risk management, status reporting, change control, and issue resolution. By combining structured project oversight with iterative delivery facilitation, the position supports predictable incremental outcomes and successful delivery of projects in a consistent, documented manner.
This Position Requires An Employee To Work Onsite At 540 Cedar St., St. Paul, Minnesota At Least 50% [or More Or Less If Space Limitations Remain] Of The Time, With Limited Telework Available. Telework Eligibility Depends On Residence
- Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.

This position requires a minimum of four (4) years of experience in performing IT project management functions including experience applying iterative and incremental delivery approaches.
Experience Must Include
- Infrastructure, software development, and or security.
- Ability to analyze complex problems, diagnose issues, identify solutions, and work independently and creatively to resolve technical or project-related challenges, including removing delivery impediments, managing dependencies, and supporting empirical decision-making within iterative work cycles.
- Demonstrated ability to work with diverse project teams, resolve interpersonal conflict, motivate team members, and influence stakeholders and decision-makers to achieve project goals, including facilitating short-cycle team coordination sessions, promoting shared understanding of work, and strengthening collaboration needed for incremental delivery.
- Ability to organize work, operate independently, define problems as they arise, and recommend or implement alternative solutions, while supporting structured flow of iterative work increments, maintaining transparency of work items, and helping teams adapt plans based on feedback and evolving needs.
- Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding, including conveying work item readiness, iteration goals, and cycle outcomes to both technical and business audiences to support predictable incremental delivery.
- Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences, including supporting iterative feedback loops, validating incremental outcomes with stakeholders, and adjusting upcoming work based on user and business input.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months.
Preferred Qualifications
- Experience leading technology modernization efforts using buy, rent, and build approaches - including planning, structuring, and delivering modernization initiatives that align with MNIT’s Modernization Framework and require iterative or incremental delivery practices.
- Experience creating procurement artifacts such as RFPs, RFIs, and Advanced Planning/OAPD documents, including developing vendor evaluation criteria, participating in sourcing strategy decisions, and guiding procurement steps essential for modernization or enterprise technology acquisition.
- Knowledge of enterprise-wide technologies such as WAN/LAN/MAN networks, cloud services, distributed computing, interoperability frameworks, and modern SDLC methodologies, with experience supporting .NET platforms, relevant programming languages such as C# and C++ platforms and applications frameworks such as Oracle APEX within complex multi-system environments.
- Experience defining functional and technical requirements, and supporting incremental delivery through structured decomposition of work, iterative solution review, and collaboration with technical staff, vendors, and business partners, creating test plans and scripts, validating solutions, conducting feasibility analysis, and recommending alternative solutions.
- Understanding of business impact analysis, readiness needs, and change implications for large scale technology efforts with experience guidling multi-team alignment and short-cycle planning to ensure outcomes are feasible and value driven, including continuation planning, alternate site strategies, and technology recovery processes.
- Familiarity with security prevention, detection, authentication, authorization, encryption, filtering, and related security tools/processes.
- Demonstrated interpersonal and influence skills, including the ability to motivate diverse teams, resolve conflict, align multiple levels of staff and leadership, drive outcomes without direct authority across technical and business environments, exceptional communicaotin skills including clear written, oral and visual presentation abilities across multiple business partners and technology audiences.
