About
The Real Estate and Construction Services (RECS) division manages over 320 construction projects and 800 property leases annually. Overall, the State has a real property footprint that includes 5,585 buildings and gross square feet and acreage equaling about 5.5% of the State. This position works in the
Business Services section/unit, which provides administrative support to the division. To learn more about what we do, click on the links provided:
- Real Estate: This section/unit provides a broad range of pre-planning, acquisition, disposition, leasing, project management, relocation, and space management services to facilitate facility and real estate solutions that help Minnesota state agencies succeed.
- Construction Services: This section/unit serve as the State's owner's representative on construction projects for Minnesota state agencies. The cost and complexity of today's buildings, the importance of time, and the need to deal with unanticipated events and unforeseen conditions all necessitates for an integrated and managed approach to the delivery of facility projects for these agencies.
Responsibilities
We are seeking an
Office and Administrative Specialist Senior to provide operational and administrative support to the division, database management services, and maintain the division's record retention and archiving program. In this position, you will also coordinate and provide administrative services to the State Designer Selection Board (SDSB) and, with guidance, advise on proper procedures in accordance with statutory requirements so the Board can effectively and efficiently carry out its statutory duties and responsibilities. Other responsibilities may include, but are not limited to:
- Administering and maintaining the Master Roster Program by ensuring that information is accurate and complete in the Vendor Management System
- Supporting the Contracting section/unit by processing and proofreading contracts, supplements, amendments, and work orders.
- Providing administrative and clerical support services to RECS staff.
- Coordinating office services so that the division's internal and external customers are served professionally and in a timely manner.
This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Minimum Qualifications
The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position.
- Skill in customer service sufficient to answer questions and advise customers of program policies, procedures, and regulations.
- Skill in customer service to respectfully engage with clients, coworkers, and customers when handling difficult or complex problems.
- Knowledge of communications sufficient to: (i) read, explain, and interpret program policies and procedures to both internal and external customers; (ii) respond effectively to sensitive inquiries and/or complaints with tact and diplomacy; and (iii) explain reasons for transactions and procedures, rules, and regulations so that others understand the information they are being given.
- Skill in data entry sufficient to: (i) read source documents and enter data in specific fields; (ii) locate and correct data entry errors; and (iii) receive and review source documents, compare documents to database information, and edit and correct documents.
- Ability to perform word processing to create, format, edit, print, and save a variety of documents (such as contracts, purchase orders, invoices, and financial documentation).
- Ability to analyze and make recommendations to leadership to improve administrative and program practices and procedures for smooth and efficient office operations.
Preferred Qualifications
- Knowledge of state procurement and contracting processes to ensure a smooth flow of work between team members and across multiple divisions.
- General knowledge of construction-related topics, terminology, and requirements.
- Knowledge of the principles and practices of general office procedures to coordinate office services (such as office supplies, mail delivery, and recordkeeping and retention) to plan, organize, and improve work processes and workflows.
- Proficiency with Microsoft Office applications (such as Access, Word, Excel, Teams, and PowerPoint), DocuSign, website management, and the internet.
- Strong organizational, prioritization, and time management skills, including attention to details.
- Ability to work and complete tasks independently as well as collaboratively in a team environment.
- Ability to maintain confidentiality and handle sensitive information appropriately.
