Position Overview
ProxyLink is looking for three (3) Junior Business Analysts to support an EHR Onboarding workstream and related digital health service access activities.
This opportunity is ideal for early-career business analysts or professionals with experience in business analysis, intake coordination, onboarding, information validation, documentation, stakeholder engagement, or healthcare operations.
The successful candidates will support end-to-end onboarding activities using established methodologies and processes. This will include reviewing and validating information submitted by Health Information Custodians (HICs) and clinician end users, confirming legal status and responsible-person information, categorizing users against approved HIC types, and supporting the onboarding of eligible users to the Provincial Clinical Viewer and other digital health services.
Candidates should have a strong understanding of PHIPA principles, Ontario's healthcare environment, and the roles and responsibilities of Health Information Custodians and their agents.
Position Overview
The Junior Business Analyst will provide operational and business analysis support throughout the EHR onboarding and digital health access process.
Working within established procedures and guidelines, the successful candidate will review requests and supporting documentation, validate information against defined requirements, identify discrepancies or missing information, coordinate follow-ups, and maintain accurate records of onboarding activities.
The role requires a highly organized and detail-oriented individual who can manage multiple requests in a high-volume environment while maintaining accuracy, confidentiality, and strong stakeholder communication.
Key Responsibilities
EHR Onboarding & Intake
- Support end-to-end onboarding and intake activities for EHR and related digital health services.
- Receive, review, and assess onboarding requests and supporting documentation.
- Validate submitted information against established business rules, criteria, and onboarding requirements.
- Identify incomplete, inconsistent, or missing information and coordinate appropriate follow-up.
- Support the processing and validation of clinician end-user information.
- Assist with pre-approval activities prior to migration or access to digital health services.
- Ensure onboarding activities are completed accurately and within established timelines.
HIC Validation & User Mapping
- Review and validate Health Information Custodian (HIC) information and legal status using the applicable Client Information Form and supporting documentation.
- Categorize and map clinician end users to the Agency's pre-approved HIC types.
- Validate information related to the legally responsible person prior to pre-approval.
- Identify discrepancies between submitted information and established HIC categories or requirements.
- Escalate complex or unclear cases to the appropriate team members or leads.
- Maintain accurate records of validation decisions and supporting information.
Business Analysis & Requirements
- Gather and document business and operational requirements related to onboarding and access validation.
- Analyze existing onboarding processes and identify opportunities for improvement.
- Document business rules, workflows, procedures, and requirements.
- Support process mapping and analysis activities.
- Assist with the development and maintenance of business documentation, presentations, briefing materials, and reports.
- Contribute to requirements clarification sessions with stakeholders and subject-matter experts.
- Support the team in assessing process gaps, risks, dependencies, and operational issues.
Stakeholder Engagement
- Communicate with internal and external stakeholders to obtain clarification or additional information.
- Conduct follow-ups on outstanding onboarding requests and documentation.
- Provide clear and professional written and verbal communication regarding onboarding requirements and status.
- Work collaboratively with business, operational, technical, and healthcare stakeholders.
- Support meetings, working sessions, presentations, and stakeholder discussions as required.
- Escalate issues, risks, and exceptions appropriately.
Tracking, Reporting & Documentation
- Maintain accurate tracking of onboarding requests, issues, approvals, outstanding items, and status.
- Prepare status updates and operational reports.
- Maintain documentation supporting onboarding and validation activities.
- Ensure records are complete, accurate, and up to date.
- Support the development and maintenance of standard operating procedures, process documentation, and reference materials.
- Contribute to knowledge repositories and ensure key information is appropriately documented.
Process Improvement
- Identify process gaps, inefficiencies, risks, and recurring issues.
- Make recommendations for improving onboarding workflows and documentation.
- Support continuous improvement initiatives.
- Assist with reviewing and updating processes as business requirements evolve.
- Help identify opportunities to improve consistency, accuracy, turnaround times, and stakeholder experience.

- Knowledge of Ontario's healthcare sector and health information requirements.
