Role Overview
We are seeking an experienced Enterprise Business Architect to support the enhancement and modernization of a government information management solution and the update of its Enterprise Architecture.
The Business Architect will assess business capabilities, define target business outcomes, optimize business processes, and develop key Enterprise Architecture deliverables required for governance approvals.
The role will support modernization activities, including centralized data storage using Databricks and Azure Storage, public-facing data exchange capabilities, and a cloud-based data processing and analytics platform. The Business Architect will lead the development of business architecture artifacts and ensure alignment with enterprise standards and governance requirements throughout the project lifecycle.
Work Arrangement: This is an on-site assignment
requiring candidates to be present in the office five days per week.
Key Responsibilities
- Analyze
government information pertinent to business architecture.
- Consult
with appropriate government contacts on specific business architecture
elements and conduct focus group workshops.
- Develop
and maintain enterprise business capabilities in line with corporate
strategy while contributing to business strategy and plans.
- Develop
and revise business architecture artifacts as part of the Enterprise
Information Architecture Federated Framework and ensure vertical
integration.
- Model
business at enterprise and/or core business levels.
- Design
capability models and related architectural solutions for business tasks,
mapping capability functionality to internal and external resources.
- Develop
business transformation plans jointly with senior business management.
- Handle
business solutions through delivery and operational business functions.
- Develop
and maintain architectural governance and implementation controls.
- Contribute
to the development of enterprise blueprints for each step of the business
transformation plan to promote a shared understanding of the organization
and alignment between strategic objectives and tactical demands.
- Work
collaboratively with senior IT Business Architecture leadership, project
leads, product management, solution and service design, QA, business
analysts, subject matter experts, and other project team members.
- Support
enterprise architecture governance engagements and review processes.
Enterprise Architecture Engagement Leadership Experience
- 40%
- Total
IT experience of at least 10 years, including 5 years of Business
Architecture experience on large, complex projects.
- Excellent
communication, concept visualization, facilitation, stakeholder
management, negotiation, consensus building, and problem-solving skills.
- Experience
collaborating with executives and senior management.
- Successfully
completed Business and Information Architectures at enterprise and/or core
business levels for government or large organizations.
- Contributed
to successful transformation of government or large organization program
delivery by applying Business Architecture practices.
- Ability
to work across projects within a portfolio and across portfolios.
- Experience
leading project teams through enterprise engagement processes.
Enterprise Architecture Checkpoint Documentation
Experience - 30%
- Proven
ability to design optimized future-state versions of business areas.
- Proven
ability in horizontal business integration, including identifying common
elements and delineation points.
- Knowledge
of or experience with Government of Ontario Information Technology
Standards (GO-ITS) for Architecture.
- Experience
developing business architectures using Ontario Government Enterprise
Architecture methodologies and GO-ITS.
- Development
of Program Area Business Architecture and corresponding Business
Architecture Documentation (BAD) according to OPS standards and industry
best practices.
- Creation
and alignment of Business Architecture Documents with Solution
Requirements Documents (SRD) and Information Architecture Documents (IAD),
according to OPS standards and industry best practices, ensuring vertical
integration.

- Familiarity

of Enterprise Architecture modeling tools such as PowerDesigner, Sparx
Enterprise Architect, Orbus, or similar.
- Ability
to advise and support teams acquiring services or solutions through
procurement, including guidance on documentation and evaluation.
