Job Title: Senior ATIP Analyst / Senior ATIP Advisor
Location: Ottawa, Ontario, On-Site
Duration: 48-Week Contract
Security Clearance: Must hold a valid Government of Canada Secret clearance
Key Responsibilities:
- Our client, a federal government organisation, is seeking experienced Senior ATIP Analysts and Senior ATIP Advisors to provide Access to Information and Privacy support within a complex and sensitive operational environment.
- The successful resources will support the processing of access and privacy requests involving complex records, including defence procurement, military operations, personal information, and departmental priorities.
- Review requests submitted under the Access to Information Act and Privacy Act.
- Research precedent files, identify relevant records, and determine the appropriate course of action.
- Review records and recommendations provided by Offices of Primary Interest, including proposed exemptions, exclusions, and severances.
- Interpret and apply the Access to Information Act to contentious, complex, and sensitive documents.
- Prepare and coordinate consultations with other government departments, third parties, legal representatives, and other stakeholders.
- Review consultation responses and follow up with relevant stakeholders when clarification is required.
- Apply relevant Access to Information Act provisions, including sections 13, 15, 16, 19, 20, 21, 23, and 69.
- Identify possible Cabinet Confidences and coordinate the appropriate consultation process.
- Prepare final release packages for delegated authority review and approval.
- Update AccessPro Case Management to accurately document all actions taken on assigned files.
- Use AccessPro Redaction to review and prepare records for release.
- Coordinate responses and support the defence of decisions related to complaints and investigations involving the Office of the Information Commissioner or Privacy Commissioner.
- Provide ATIP advice and guidance to management, including senior management.
- Perform detailed quality-control reviews of documents and release packages.
- For the Senior ATIP Advisor role, identify overly broad or high-volume requests, liaise with Offices of Primary Interest, recommend opportunities to re-scope requests, and communicate with requesters regarding potential re-scoping or abandonment of older files.
The RFP identifies two Senior ATIP Analyst resources and two Senior ATIP Advisor resources. Both roles are English Essential and require two references.
What you must bring to this role:- Must clearly demonstrate a minimum of 10 years of experience within the last 15 years working at a senior analyst level and processing files under the federal Access to Information Act.
- Must demonstrate recent experience applying sections 13, 15, 16, 19, 20, 21, 23, and 69 of the Access to Information Act.
- Must have experience conducting third-party consultations.
- Must have experience identifying possible Cabinet Confidences.
- Must have experience with the investigation process involving the Office of the Information Commissioner.
- Must possess detailed knowledge of the Access to Information Act and be able to interpret and apply the legislation to contentious and complex records.
- Must clearly demonstrate at least 2 years of recent experience within the last 5 years using AccessPro Case Management.
- Must clearly demonstrate at least 2 years of recent experience within the last 5 years using AccessPro Redaction.
- Must possess advanced English-language communication skills, including oral communication, written communication, and comprehension.
- Must hold a valid Government of Canada Secret-level security clearance.
- Must be able to work on-site in Ottawa (west-end)
- Experience supporting ATIP files within a federal government environment is strongly preferred.
- Experience related to defence procurement, military operations, complex personal information, or departmental priorities is considered an asset.
The mandatory experience criteria require 10 years at the senior analyst level within the last 15 years, recent experience applying the specified ATIA sections, third-party consultations, Cabinet Confidence identification, Office of the Information Commissioner investigations, and two recent years with each AccessPro Case Management and AccessPro Redaction.
Deliverables:- Accurate and timely processing of complex Access to Information and Privacy files.
- Complete and properly documented case files within AccessPro Case Management.
- Thoroughly reviewed and quality-controlled release packages.
- Appropriate application of Access to Information Act exemptions and exclusions.
- Complete consultation packages and documented consultation responses.
- Final release packages prepared for delegated authority approval.
- Timely and accurate support for complaints and investigations.
- Clear advice and recommendations provided to management and senior management.
The Analyst tasks include consultations, release packages, AccessPro updates, complaint support, management advice, and detailed quality control. The Advisor tasks additionally include identifying overly broad requests, recommending re-scoping strategies, and negotiating with requesters.
