The Opportunity:
We are seeking a strategic and collaborative Registrar to establish and lead Saskatchewan's Compassionate Intervention Board.
Reporting to the Legal Executive Director, Justice Services and Tribunals Division, this position is responsible for developing the Board's operational framework, providing leadership and oversight of tribunal operations, and ensuring hearings are conducted fairly, efficiently, and in accordance with legislation. The Registrar will build strong relationships with health, legal, government, and community partners while providing strategic advice on this important provincial initiative.
Responsibilities
The Registrar will provide strategic leadership, management, and oversight to ensure the proper functioning of the Tribunal, including:
- Provide advice and support to the Board Chair and the Executive Director in the ongoing operation, long term strategy, and any future enhancement opportunities for the Tribunal.
- Develop frameworks and policies to set up and drive operations in the office and manage all aspects of operations. Set strategic goals and objectives along with a management system to demonstrate outcomes being met. Consider broad and long-term factors when planning and making decisions, identify connections and address key underlying issues, and understand the linkages and interactions between elements of the whole system
- Build and maintain strong relationships with key stakeholders, including legal professionals, government agencies, parties to cases, and the public. The Registrar must foster open communication, listen to others, speak effectively and be able to influence others to have a specific impact or effect.
- Manage an independent Tribunal, overseeing the case assignment process, ensuring cases are allocated to Tribunal members appropriately, monitoring progress, and ensuring timely completion while adhering to procedural fairness
- Ensure the Tribunal's integrity, fairness, and effectiveness and exercise proper accountability, providing ongoing updates and reports
- Represent the Tribunal in external meetings and events

Technical Knowledge and Skills:
The completion of a degree in law, public administration, public policy, justice, administration, commerce, or related field of study.
Knowledge of administrative law, tribunal processes, governance, and relevant legislation.
Prior experience in administrative law and/or tribunals.
Experience developing strategic plans, policies, operational processes, and performance measures.
Strong leadership and relationship-building skills with diverse stakeholders.
Exceptional communication, influencing, and negotiation abilities.
Experience leading in a complex, high-profile, and politically sensitive environment.
Strong analytical and decision-making skills, with the ability to manage competing priorities and complex issues.
Experience managing budgets, operations, and organizational resources effectively.
