The branch works closely with officials across the Government of Saskatchewan. The successful candidate will provide leadership on program administration, enterprise systems functionality, data integrity, client experience and process efficiency.

Experience interpreting legislation, improving processes, and working with enterprise systems such as the Integrated Resource Information System (IRIS), Geomatics Information Systems (GIS) software, Quantrix Modeler, and advanced Excel features will be considered an asset

The Mineral Policy Branch within the Resource Development Division is responsible for:
Responsibilities
- Leading economic forecasting and market analysis for several industrial minerals;
- Participating in the development of royalty and taxation regulations, policy initiatives, reports, and studies associated with mineral production in Saskatchewan;
- Monitoring and analyzing issues and data to provide recommendations to senior management on potash and industrial minerals issues;
- Developing and maintaining positive relationships with mining sector stakeholders, industry associations, and other government agencies;
- Providing sound strategic advice to senior management on issues related to accountability, data systems, and performance indicators;
- Applies expertise in strategic planning, performance measurement, and reporting to develop and implement effective frameworks;
- Advises senior management on accountability, data systems, and performance indicators;
- Drafts concise documents using information from diverse sources and formats.
- Navigates complex planning, deployment, monitoring, and reporting systems;
- Manages multiple complex projects under shifting priorities and tight deadlines;
- Collaborates with data experts to identify, analyze, and interpret relevant sector data;
- Selects performance measures to monitor strategy execution and outcomes; and
- Analyzes trends to support strategy development and continuous improvement.

Technical Knowledge and Skills:
- The completion of a Master’s degree in public administration, business administration, economics or agricultural economics; and,
- Significant work experience in the development of public policy options, initiatives and forecasts related to the resource sector.
- Strong economic and financial modeling skills;
- In-depth knowledge of government planning, policy development, and decision making processes;
- The demonstrated ability of high level analytical thinking and to develop creative solutions to complex problems;
- Well-developed communication skills, both in person and in writing, for a wide range of individuals or groups;
- Practice managing multiple, complex projects within established timelines; and,
- An asset would be to have knowledge of the Saskatchewan potash sector as well as world potash markets.
