Responsibilities
End-to-End Delivery Ownership and Milestone Control 30%
- Take clear accountability for delivering assigned business Epics and Features from approved backlog through design, build, test, production transition and warranty. Translate priorities into an integrated delivery plan covering milestones, resources, dependencies, constraints, quality activities, release steps and decisions. Maintain the authoritative schedule and forecast, communicate variance early and drive recovery plans when commitments are at risk.
Agile, Sprint and Release Leadership 25%
- Lead forward-looking sprint and release planning with Product Managers, Business Analysts, Functional Managers, and developers using evidence-based capacity and estimation. Facilitate refinement, planning, daily coordination, reviews and retrospectives; ensure every sprint has a clear goal and work meets the Definition of Ready before commitment. Protect team focus, control work in progress, and ensure delivery commitments are met.
Cross-Functional Orchestration, Risks and Blocker Removal 25%
- Lead through influence, credibility and disciplined follow-through across teams and vendors that do not report to the role. Own the risk, assumption, issue, dependency and decision log; establish owners and due dates and drive items to closure. Anticipate technical, data, vendor, governance, security, business-readiness and environment constraints before they threaten a milestone, and escalate with a clear recommendation and decision required.
Delivery Performance and Continuous Improvement 10%
- Keep Azure DevOps delivery data current, auditable and useful for decisions. Track milestone predictability, sprint say/do, cycle time, blocker age, work in progress, forecast variance and release readiness. Use retrospectives and delivery evidence to improve estimation, planning, collaboration and the delivery playbook.

Qualification
Education
- Minimum: Bachelor's degree in Technology, Computer Science, Engineering, Data Science, Information Systems or a related field, or an equivalent combination of education and senior delivery experience.
- Preferred: Master's degree, MBA or graduate education in technology management, analytics, engineering or business transformation.
Delivery Experience
- Minimum 10+ years of progressive technology delivery, program, project or agile leadership experience, including 5+ years leading complex data engineering, analytics, business intelligence, machine learning or AI delivery across multidisciplinary teams.
- Demonstrated accountability for business Epics and Features from planning through build, testing, production transition and warranty. Proven ability to lead senior developers, data scientists, and AI engineers and vendors without formal authority and to recover work that is off plan.
- Preferred: Experience delivering on Microsoft Fabric or comparable platforms. Experience in an airport, transportation, infrastructure, operational or regulated 24/7 environment. Experience coordinating production releases and transition to a managed-service provider.
Agile and Delivery Methods
- Minimum: Expert knowledge of agile and lean delivery, sprint and release planning, estimation, flow metrics, dependency management, risk and issue management, quality gates and change control.
- Advanced experience using Azure DevOps or a comparable platform for backlogs, capacity, sprint planning, milestones, dependencies, RAID and auditable delivery reporting.
- Data and AI Technical Fluency
- Minimum Practical technical literacy in data pipelines, lakehouse and medallion patterns, data and semantic modelling, Power BI, analytics, ML model lifecycles, MLOps, APIs, CI/CD, data quality and production support.
- Able to challenge a delivery plan constructively.
Leadership and Communication
- Minimum: Exceptional organization, structured problem solving, judgment, facilitation, negotiation and concise executive communication. Calm, credible leadership under pressure; relentless follow-through; ability to influence without authority; and a strong bias toward transparent evidence rather than optimistic reporting.
Certifications And Other Assets
- Preferred: PMP, PMI-ACP, Certified Scrum Professional, SAFe, PRINCE2 or equivalent delivery certification.
- Microsoft Azure, Fabric, Power BI or Azure AI certifications are assets. Knowledge of responsible AI, data governance, privacy, security and audit expectations is preferred.
- Candidate must be able to obtain and retain a Transportation Security Clearance.
